On the final day of the three-day 12th Chintan Shibir held at Dharampur in Valsad, Chief Minister Mr. Bhupendra Patel felicitated four distinguished civil officers with the esteemed Karmayogi Puraskar for their exceptional administrative services during 2024–2025. The awards were presented in the presence of Deputy Chief Minister Mr. Harsh Sanghavi, marking a proud moment for Gujarat’s governance framework.
Recognizing Officers Who Delivered Outstanding Governance
The officers honoured with the Karmayogi Puraskar included former Valsad Collector Mr. Naimish Dave, former Patan Collector Mr. Arvind V, former District Development Officer of Morbi Mr. J. S. Prajapati, and former District Development Officer of Anand Mr. Milind Bapna. Their performance reflects outstanding public service delivery, effective district administration, and innovative governance practices.
A Strong Incentive for Better Governance
Each award recipient received a cash prize of Rs. 51,000 along with an incentive grant of Rs. 40 lakh dedicated to developmental initiatives in their respective districts. This financial encouragement strengthens the state’s commitment to fostering progressive governance and empowering officers to accelerate developmental outcomes.
A Scheme Designed to Promote Administrative Dynamism
Introduced in 2005, the Karmayogi Puraskar aims to enhance dynamism within Gujarat’s administrative system by recognizing high-performing District Collectors and District Development Officers. The evaluation framework is based on Key Performance Indicators listed under the CM Dashboard, covering modern administrative tools, innovative program implementation, and measurable governance outcomes.
A Comprehensive Performance Evaluation Process
Under this initiative, 81 KPIs have been defined for District Collectors and 73 KPIs for District Development Officers. The evaluation for selecting the Best District Collector and Best District Development Officer is conducted out of a total of 100 marks. The scoring is carried out by state departments and the Chief Secretary before being recommended to the State Government. Awards are granted across two categories: districts with a population above 15 lakh including municipal corporation areas, and districts with populations up to 15 lakh.
Four Officers Awarded for Excellence in 2024–25
This year, two Collectors and two District Development Officers—one from each population category—were honoured on the concluding day of the Chintan Shibir for their exceptional contributions in 2024–2025. Their achievements stand as role models for administrative efficiency, innovative governance, and citizen-centric service delivery.
