In a significant development underscoring the need for administrative strengthening, Chief Minister Mr. Mohan Charan Majhi informed the Odisha Assembly that the state is currently grappling with a substantial shortage of IAS, IPS, and IFS officers. Responding to a query raised by BJD MLA Mr. Pratap Keshari Deb, the Chief Minister outlined the extent of the vacancies that are affecting governance and timely service delivery.

According to the official data shared in the House, 46 positions in the IAS cadre, 67 in the IPS cadre, and 70 in the IFS cadre remain vacant. These shortages are directly impacting administrative efficiency and field-level execution of developmental programs across Odisha.
Cadre Strength vs. Vacancies: Current Administrative Scenario
The sanctioned strength and existing vacancies in the major All India Services are as follows:
IAS – 248 (sanctioned), 46 (vacant)
IPS – 195 (sanctioned), 67 (vacant)
IFS – 141 (sanctioned), 70 (vacant)
These figures highlight the pressing need for cadre augmentation to ensure smoother governance operations and improved public service mechanisms throughout the state.
Centre to Fill Posts; Odisha Ensures Proactive Coordination
Mr. Majhi clarified that since the officers belong to the All India Services, the responsibility for appointments lies with the Government of India. He assured the Assembly that the Odisha government is in continuous coordination with the Centre to expedite the filling of vacant positions.
He further emphasized that while the vacancies have created bottlenecks in governance, proactive communication and cooperation between the state and the Union Government are underway to restore full administrative strength at the earliest.

The Chief Minister highlighted that timely induction of officers is crucial for maintaining governance standards, accelerating development schemes, and ensuring that citizens receive essential services without delays. With both state and central governments working in tandem, Odisha expects a gradual improvement in cadre availability, leading to enhanced administrative efficiency and better-quality service delivery.
