A recent disclosure of asset declarations filed by senior IAS and IPS officers in Uttar Pradesh has revealed fascinating insights into wealth accumulation trends among the state’s bureaucracy. In a pattern that stands out, many mid-level officers own more properties than some of the state’s top administrators, highlighting stark contrasts in asset distribution within the administrative hierarchy.
Both Chief Secretary Mr. Manoj Kumar Singh and Director General of Police Mr. Prashant Kumar have declared ownership of just one residential property each—both located in Noida. Meanwhile, several district-level officers, including district magistrates and superintendents of police, reported owning multiple residential and commercial properties across various cities.
For instance, suspended IAS officer Mr. Abhishek Prakash declared 8.85 acres of agricultural land in Bihar’s Siwan district as his only significant asset. In contrast, Medical Education Director Ms. Kinjal Singh disclosed ownership of ten properties, including several plots and houses.
Noida emerged as the most preferred real estate destination, with over 60% of officers owning property in the Delhi NCR satellite city. Lucknow ranked second, attracting significant investment from bureaucrats, particularly in prime areas like Vibhuti Khand, Gomti Nagar, Sarojini Nagar, and Mohanlalganj.
For example, a residential plot in Sarojini Nagar, bought for Rs. 6 lakh in December 2022, was valued at Rs. 20 lakh by January 2025, marking a 233% appreciation in just over two years. Another plot in Mohanlalganj, purchased for Rs. 5 lakh in 2016, is now worth Rs. 50 lakh, showcasing the massive surge in land values.
Inherited Wealth and Strategic Investments
Several officers reported substantial inherited wealth. One IPS officer declared 17 properties, 16 of which were ancestral, including agricultural land worth Rs. 28.43 lakh gifted to his daughter. A Provincial Armed Constabulary (PAC) commander disclosed acquiring six properties since 2020, including land in an upscale residential scheme.
Authorities stress that ownership alone doesn’t imply wrongdoing, with many officers having inherited wealth or made prudent investment decisions. The Central Vigilance Commission routinely audits such disclosures to detect any disproportionate asset accumulation.

- Ms. Monica M Garg (1989-batch, Commissioner, Agriculture Production): Owns a bungalow each in Noida and Khand-3, Lucknow, and land in Fatehgarh Sahib, Punjab.
- Mr. Deepak Kumar (1990-batch, ACS, Finance): Holds seven properties including 2.54 hectares in Padha (MP), a bungalow worth Rs. 3 crore in Noida, and a commercial plot worth Rs. 2.5 crore in Vibhuti Khand, Lucknow.
- Mr. Jitendra Kumar (1990-batch, ACS, Secretariat): Declared three properties, including land worth Rs. 2 crore in Bihar and two bungalows worth Rs. 5 crore in Vipul Khand.
- Mr. Anurag Srivastava (1992-batch, Principal Secretary, Water Power): Owns four properties, including plots in Noida and Lucknow, and 5732 hectares of land in Bahraich.
- Mr. Ashish Goyal (1995-batch, Chairman, UPCL): Holds four properties, including land in Mathura, and plots in Jaipur and Noida.
- Mr. Sanjay Prasad (1995-batch, Principal Secretary, Home): Declared two properties, including land in Almora (Uttarakhand) and a flat in Vibhuti Khand.
- Mr. Amrit Abhiar (1995-batch, Principal Secretary, Development): Owns a 500 sqm flat in Greater Noida and a flat in Jaipur.
Assets of Select IPS Officers:
- Mr. Rakesh Prakash Singh (2007-batch, IG, Mirzapur Range, Promotee IPS): Declared 25 properties, 24 of which are ancestral, including 9 gardens, 5 houses, and agricultural land.
- Mr. Gopal Krishna Choudhary (2016-batch, DCP, Lucknow): Owns 11 properties, most registered in his mother’s name and classified as ancestral.
- Mr. Anant Chandrashekhar (2021-batch, Additional SP, Chandauli): Originally from Kerala, declared 10 properties worth Rs. 13.5 crore, plus a family-run convention center worth Rs. 8 crore generating Rs. 50 lakh annually.
- Mr. G.K. Goswami (1997-batch, Director): Owns 10 properties, including six ancestral, and a house in Noida, lands in Lucknow, and a flat in Ghaziabad.
- Mr. K. Pramilaresan (2004-batch, IG): Declared 13 properties, including six ancestral, and others bought between 2014 and 2023 across Tamil Nadu, Haryana, Meerut, and Lucknow.
