CAT Overrules Centre: Tribunal Reverses Centre’s Order, Sends IAS Amrapali Kata Back to Telangana

In a major development impacting administrative reshuffling between Andhra Pradesh and Telangana, the Central Administrative Tribunal (CAT) on Tuesday ordered the reallocation of senior IAS officer Amrapali Kata (IAS:2010:TG) back to the Telangana cadre. Following the tribunal’s directive, formal orders for her re-posting have now been issued.

Backdrop: Centre’s Directive in 2023
The decision comes against the backdrop of a central government order issued in 2023, which mandated the return of Andhra Pradesh-cadre IAS officers who were serving in Telangana back to their original state. The directive was intended to streamline cadre allocations post the bifurcation of the two Telugu-speaking states.

While the central order faced resistance, with several officers raising formal objections and expressing a preference to remain in Telangana, the Centre dismissed the appeals and enforced the transfers.

Notable Transfers Initiated
As a consequence, a group of prominent IAS officers—including Amrapali Kata, Ronald Rose (IAS:2006:AP), Vakati Karuna (IAS:2004:AP), Vani Prasad (IAS:1995:AP), and M Prashanti (IAS:2009:AP)—were repatriated to the Andhra Pradesh cadre and subsequently took up roles within the state’s administration.

Amrapali Kata, in particular, was transferred to Andhra Pradesh in October 2024. She has previously served in key roles in Telangana, including as Commissioner of the Greater Hyderabad Municipal Corporation (GHMC), where she was known for her administrative acumen and dynamic leadership.

Reposting Sparks Political and Bureaucratic Buzz
The CAT’s order to return Amrapali Kata to the Telangana cadre has sparked renewed debate within bureaucratic and political circles. Her reallocation is seen by some as a precedent-setting decision that could open the door for other officers to seek similar transfers.

Sources within the bureaucracy suggest the ruling may encourage more officers to approach the tribunal to challenge cadre allocation decisions made post-bifurcation, especially in cases where personal or professional preferences are at odds with central directives.

Formal Posting Awaited
While official orders for her cadre reallocation have been issued, details of Amrapali Kata’s new posting within Telangana are awaited. Given her previous high-profile roles, speculation is rife about the position she may be assigned in the coming weeks.
