The cadre allocation dispute between Andhra Pradesh and Telangana continues to affect bureaucrats, with the latest case involving senior IAS officer Ms. A Vani Prasad (1995-batch Andhra Pradesh cadre). The Central Administrative Tribunal (CAT) has rejected her plea seeking a transfer to the Telangana cadre.

Ms. Prasad, who has only two years left before retirement, had challenged the Department of Personnel and Training’s (DoPT) decision to allocate her to the Andhra Pradesh cadre. The cadre distribution followed the bifurcation of Andhra Pradesh, during which several All India Service officers were assigned to the successor states.
In her petition, Ms. Prasad argued that she had spent her childhood and schooling in Hyderabad, supporting her claim for the Telangana cadre. However, the tribunal dismissed her plea, emphasizing that cadre allocation decisions are made in the public interest. The Bench also noted that Hyderabad was Andhra Pradesh’s capital before Telangana’s formation, and her birthplace in Guntur reaffirmed her Andhra Pradesh ties. The ruling reinforces that officers must abide by their allocated cadre as per the government’s decision.
