New Delhi: In a significant bureaucratic development, Dr. Manoj Govil, IAS officer of the 1991 batch (Madhya Pradesh cadre), has been entrusted with the additional charge of Secretary (Security) in the Cabinet Secretariat. The appointment comes following the superannuation of Harinath Mishra, IPS (Kerala cadre, 1990 batch), who held the position until July 31, 2025.
Temporary Charge Until Successor Named
The Competent Authority approved the assignment of the additional responsibility to Dr. Govil, who currently serves as Secretary (Coordination) in the Cabinet Secretariat. He will continue to hold this dual role until the government appoints a permanent successor or until further orders, whichever comes earlier.
A Technocrat with Proven Administrative Expertise
Dr. Govil brings a unique blend of technical and policy expertise to his new role. An alumnus of IIT Kanpur with a Bachelor’s in Computer Science, he further earned a Master’s in Public Policy and a Ph.D. in Economics from Princeton University. His academic background has reinforced his governance work across various sectors.
Decades of Multi-Tier Experience
Over his more than 30-year-long career, Dr. Govil has held a variety of key positions at sub-district, district, state, and national levels. Notably, before joining the Cabinet Secretariat, he served as Secretary in the Ministry of Corporate Affairs from October 2022, where he led key regulatory and corporate governance initiatives.
Earlier, in Madhya Pradesh, he served as Principal Secretary of both the Finance and Commercial Taxes departments, showcasing his proficiency in fiscal policy and revenue management.
His elevation to the critical security coordination post within the Cabinet Secretariat reflects the central government’s continued reliance on experienced officers with interdisciplinary competencies and extensive administrative acumen.
