The Central Government has formed the RoSCTL Committee, appointing former Union Home Secretary Gopal Krishna Pillai (Retd IAS: 1972: KL) as its Chairman. Former DIPAM Secretary Neeraj Kumar Gupta (Retd IAS: 1982: UP) has been named as a member, alongside Y G Parande (Ex-Member, CBEC), Gautam Ray (Ex-Chief Commissioner of Customs & Central Excise), and S R Baruah (Ex-Principal Chief Commissioner of Customs & CE). The Joint Secretary (Drawback Division, CBIC) will serve as the committee’s Secretary.
The committee is tasked with updating the recommended ceiling rate schedules under the Rebate of State and Central Taxes and Levies (RoSCTL) Scheme. It will engage with administrative ministries, Export Promotion Councils, Commodity Boards, and trade bodies to gather relevant data. The panel will determine the duties, taxes, and levies incurred at various levels in the production and distribution of exported goods under the RoSCTL framework. For officials like Neeraj Kumar Gupta, this role provides an opportunity to revisit his experience in the Ministry of Commerce & Industry and contribute to trade policy refinements.
