In a major step towards urban transformation, the Chhattisgarh government has greenlit the Raipur–Durg Metro Rail Project, aimed at enhancing mobility and supporting coordinated regional development in the state capital. This initiative forms a crucial component of the state’s broader vision to create a State Capital Region (SCR), modelled on the National Capital Region (NCR) around Delhi.

State Capital Region to Drive Integrated Urban Growth
The proposed SCR will integrate Raipur, Nava Raipur Atal Nagar, and the Durg–Bhilai corridor into a single cohesive urban framework. With projections estimating the region’s population to exceed 50 lakh by 2031, the metro rail system is intended to serve as a backbone of efficient, sustainable public transport while also easing road congestion and fostering inter-city connectivity.
To kickstart the project, the Chhattisgarh government has allocated Rs. 5 crore in the 2024–25 state budget for conducting a comprehensive feasibility survey. This survey will assess the metro’s technical, financial, and operational viability.
MoU Signed for Light Metro in Raipur
Chhattisgarh is also exploring the introduction of a light metro system in the capital city. In August 2024, the Raipur Municipal Corporation signed a Memorandum of Understanding (MoU) with the Ministry of Transport of the Russian Federation to evaluate options for implementing such a system. This initiative aligns with efforts to modernise Raipur’s public transport in an environmentally conscious and cost-effective manner.
Capital Region Development Authority to Lead Planning
The Capital Region Development Authority (CRDA) is being established to lead the planning and execution of the Raipur–Durg Metro Rail Project. Headed by Chief Minister Mr. Vishnu Deo Sai, the CRDA will comprise key cabinet ministers, senior bureaucrats, MLAs, and representatives from urban local bodies.
The CRDA will act as the nodal agency for land use planning, infrastructure development, investment facilitation, and environmental management across the SCR. Its responsibilities include integrating regional strategies with project implementation, ensuring planned urban expansion, and streamlining governance.
Financial Provisions and Project Oversight
To support high-cost infrastructure initiatives like the metro project, the CRDA will have statutory powers to impose a dedicated infrastructure cess. Additionally, it will prepare annual budgets and progress reports to be submitted to the state government.
This coordinated governance and funding mechanism will help deliver integrated urban infrastructure across the SCR, reinforcing Chhattisgarh’s commitment to sustainable growth, improved urban mobility, and regional economic development.
