Chhattisgarh is set to enter a transformative phase of urban growth with the creation of a State Capital Region (SCR) by integrating Raipur, Durg-Bhilai, and Nava Raipur Atal Nagar. Inspired by the National Capital Region (NCR) model, this ambitious plan aims to reshape the urban landscape and boost the state’s economic presence on the national stage.

Institutional Structure and Legislative Backing
With the passage of the SCR Bill in the State Assembly, the new region now has an institutional framework in place to facilitate coordinated, environment-friendly, and future-ready development. The Capital Region Development Authority (CRDA) will oversee this initiative and will be chaired by the Chief Minister. The authority will include the Urban Administration Minister, ministers from key infrastructure departments, Chief Secretary, departmental secretaries, four MLAs, and elected members.
A Masterplan for 50 Lakh Population by 2031
The master plan for the SCR is being drafted with the anticipation that the region will host a population of over 50 lakh by 2031. This extensive planning is designed to ensure planned land use, infrastructure development, economic acceleration, and balanced urban expansion.
High-Impact Projects and Budget Allocations
The state government has earmarked Rs 5 crore for preparing a Detailed Project Report (DPR) and planning framework for SCR in the 2024–25 state budget. Additionally, Rs 5 crore has been sanctioned for the feasibility study of metro connectivity between Raipur and Durg, a key project expected to enhance mobility across the region.
Urban Development Model Rooted in Innovation
SCR will feature:
- High-Density Transport Networks
- Smart Townships
- Climate-sensitive urban design
- Integrated infrastructure development
This initiative promises to make SCR a hub of innovation-led, sustainable urban development.
Executive Committee and Special Infrastructure Funds
To manage and execute SCR projects effectively, an Executive Committee chaired by the Chief Executive Officer of SCR will be established. This body will include:
- Urban planners
- Finance officers
- Environmental experts
- District collectors
- Technical specialists
To finance development activities, the government will create a Capital Region Development Fund and a Revolving Fund. The authority will also have powers to levy special cess as needed.
Focus on Planned, Inclusive Urbanization
Unlike unplanned and fragmented urban sprawl, SCR aims for systematic, balanced, and inclusive urban development. This includes equitable access to civic amenities, healthcare, education, housing, and employment across the region.
The SCR initiative is not merely a geographic expansion—it is a comprehensive urban vision. It aims to turn Chhattisgarh into a powerful economic engine, enhance investor confidence, and elevate the quality of life for its urban population, setting a new benchmark for sustainable and future-oriented development in India.
