Raipur: In a proactive step to enhance child safety across Chhattisgarh, the School Education Department has issued comprehensive guidelines for schools to protect students from stray dogs. The move follows the directives of the Hon’ble Supreme Court in Suo Moto Writ Petition (Civil) No. 05/2025 and aligns with instructions from the state Livestock Development Department (Letter No. E-166671 & 153108/LAW-42/1802/2025/1724 dated 13.11.2025).
Principals Designated as Nodal Officers
Under the new protocols, principals or heads of schools have been designated as Nodal Officers responsible for implementing the safety measures. These officers are required to immediately report the presence of any stray dogs in or around school premises to the Dog Catcher Nodal Officer appointed by the relevant Gram Panchayat, Janpad Panchayat, or Municipal Corporation.
Preventive Measures to Restrict Dog Entry
To prevent incidents, schools are directed to install adequate barriers, fences, or deterrents to restrict the entry of stray dogs into their campuses.
Immediate Medical Response for Dog-Bite Incidents
In the unfortunate event of a dog-bite incident, school authorities are mandated to ensure that the affected child is promptly taken to the nearest health centre to receive immediate first-aid and medical care.
Emphasis on Safe and Supportive School Environment
The Education Department has highlighted that the initiative aims to create a safe, fear-free environment for all students and to build awareness regarding child safety. District officers, Block Education Officers (BEOs), Block Resource Coordinators (BRCs), Cluster Resource Coordinators (CRCs), and School Management Committees (SMCs) have been instructed to strictly adhere to the guidelines and prioritize students’ safety in every school across the state.
Close Monitoring and Implementation
This step reflects the state government’s commitment to ensuring holistic safety in educational institutions and aligns with national standards for child protection. Officials stressed that the measures will be closely monitored to ensure effective implementation, and any lapses will be addressed with urgency.
With this initiative, Chhattisgarh sets an example for proactive child safety management, ensuring that schools remain secure and supportive environments for learning and development.
