In the run-up to the Bihar Assembly Election, the Bihar government under orders from Chief Secretary Amrit Lal Meena has imposed a ban on the transfer of personnel engaged in the Special Intensive Revision of the Voter List, following directives from the Election Commission of India (ECI). The decision underscores the national significance of the program, which is set to be implemented first in Bihar.
Chief Secretary Mr. Amrit Lal Meena (1989-batch IAS officer) has issued instructions to all divisional commissioners and district magistrates across the state, emphasizing the need for 100% availability of staff involved in the voter list revision exercise. The Chief Secretary noted that the success of this ECI-mandated program depends on seamless coordination and uninterrupted staffing at all levels.
The directive makes it clear that Electoral Registration Officers, Assistant Electoral Registration Officers, BLO Supervisors, and Booth Level Officers (BLOs) play a crucial role in the revision process. Many of these personnel include school teachers, Vikas Mitras, Anganwadi Sevikas, Kachahari Secretaries, Panchayat Secretaries, and Tola Sevaks, who are temporarily deployed in election-related duties.
Mr. Meena has specifically instructed that these officers and staff must not be transferred during the revision period and also advised that adequate alternative arrangements be made for their regular departmental responsibilities.
The government is committed to ensuring the successful implementation of the Special Summary Revision 2025, and district administrations have been asked to take all necessary measures to meet the ECI’s objectives effectively.
