New Delhi: In a strategic push towards enhancing operational efficiency and promoting digital enablement, Coal India Limited (CIL) has introduced a Smartphone Reimbursement Scheme for its executives across all subsidiaries. This forward-looking move by the Ministry of Coal’s leading public sector enterprise is expected to empower thousands of executives with improved connectivity, mobility, and productivity.
The scheme is applicable to executives across grades E1 to E8, offering structured reimbursements for smartphones, with provisions tailored to meet their respective grade levels.

Grade-Wise Reimbursement Structure
Under the scheme, executives can purchase one smartphone every two years, subject to a reimbursement ceiling based on their pay grade:
- Grades E7 to E8 – ₹50,000
- Grades E4 to E6 – ₹40,000
- Up to E3 – ₹30,000
This structured approach ensures that digital accessibility is extended in an equitable and need-based manner across the executive hierarchy.
Eligibility Criteria
The scheme will benefit:
- Newly recruited executives (E3 and above) immediately upon joining
- Executives at E2 or below after confirmation of service
- Departmental promotees upon entry into the executive cadre
- Executives must have at least one year of remaining service to be eligible.
Streamlined Application Process
To avail the benefit, executives must:
- Submit an application specifying the make, model, configuration, and cost
- Purchase the smartphone from authorized dealers or approved e-commerce platforms
- Submit the original invoice within one month if availing an advance
- Submit reimbursement claims within three months if no advance is taken
This ensures transparency and traceability in procurement.
Ownership and Usage Guidelines
- The smartphone will remain CIL property for two years
- After two years, executives may retain the device by paying 1% of the reimbursed amount
- If the executive resigns or retires before the two-year period, written-down value will be recovered
- Executives must use an official SIM under the CIL’s CUG plan where applicable
They are also responsible for device safety, maintenance, and appropriate usage
Administrative Provisions
This new scheme will supersede all previous smartphone-related provisions within CIL. The company retains full rights to interpret, amend, or withdraw the scheme as required, aligning with business interests.
