New Delhi: Coal India Limited (CIL) has announced a significant push towards automated coal sampling and silo-based mechanized loading, aiming to improve coal quality consistency and minimize disputes with consumers. The miner emphasized that technology-driven processes are now central to its strategy, reducing human error and enhancing confidence in coal quality assessments.
Focus on Automated Coal Sampling
CIL highlighted that its major focus is on automated coal sampling, integrating auto mechanical samplers into silo-based loading systems. This approach ensures greater standardization in coal quality, while curbing potential conflicts between suppliers and consumers regarding coal grades. By minimizing manual intervention, CIL aims to provide transparent, reliable, and consistent coal quality measurements.

Independent Third-Party Agencies for Impartial Sampling
To ensure credible and unbiased quality determination under Fuel Supply Agreements, CIL leverages Third Party Sampling Agencies (TPSAs). Currently, 11 TPSAs empanelled by Power Finance Corporation Limited (PFCL) conduct sampling and testing at coal loading points across CIL’s subsidiaries. Consumers retain the flexibility to choose any PFCL-empanelled agency for independent verification of coal quality.
CIL stated that this approach enhances transparency and trust in the coal supply chain while supporting regulatory compliance.
Silo-Based Loading to Reach 80% in FY26
Till December FY26, CIL reported that it despatched approximately 375 million tonnes of coal by rail, with around 50% routed through silo-based loading systems. These silos, equipped with auto samplers, have ensured high standards of quality process control.
The company aims to increase silo-based despatches to around 80% by the end of the current fiscal year, supported by the commissioning of new first-mile connectivity projects and mechanized loading facilities. CIL emphasized that these efforts are being closely monitored to achieve the ambitious target.
Improved Grade Conformity and Expected Gains
Based on TPSA and referee lab analyses, CIL reported that overall grade conformity improved to 85% till December FY26, up from 82% in the same period last year. The miner expects that further scaling of silo loading and automated sampling will continue to enhance grade conformity, reducing consumer complaints and improving satisfaction across power and industrial sectors.
Online Coal Quality Analysis Pilots
CIL has introduced online coal quality analysis pilots at two subsidiaries, allowing for real-time assessment of coal properties. This initiative supports technology adoption and increased transparency in the sampling process.
At the same time, CIL acknowledged the inherent heterogeneity of Indian coal, noting that even within the same seam, coal grades can vary and calorific values may differ significantly between samples. Despite this variability, CIL affirmed that technology-driven quality assessment remains a major focus area to ensure consistent coal dispatches.
