New Delhi: In a major procedural reform aimed at accelerating the exploration of coal and lignite resources, the Ministry of Coal has simplified the approval process for exploration programs and Geological Reports (GRs). The move is expected to cut approval timelines by at least three months, supporting faster operationalisation of coal blocks and boosting the nation’s energy preparedness.
Streamlined Process for Geological Reports
Under the revised methodology, exploration programs and Geological Reports prepared by Notified Accredited Prospecting Agencies (APAs) accredited by QCI-NABET and peer-reviewed by another accredited APA no longer require approval from the Committee constituted by the Ministry of Coal in January 2022.
The Ministry stated that this simplification will enhance transparency, strengthen private sector participation, and reduce bureaucratic delays, marking a significant step toward improving the ease of doing business in the exploration sector. Boosting Private Sector Participation and Technological Efficiency
By expanding the role of private Accredited Prospecting Agencies, the Government has shown strong confidence in private exploration entities. The reform leverages their efficiency, technological expertise, and innovative capabilities for the sustainable development of India’s coal and lignite resources, while ensuring strict transparency and high technical standards.
This approach is expected to facilitate timely completion of project milestones by coal block allottees, enabling faster operationalisation and contributing to long-term energy security.

The Ministry emphasized that the reforms align with the rising energy demand and the need for faster, more efficient, and technologically robust exploration. By reducing approval timelines and streamlining procedures, the Government aims to modernize exploration processes, accelerate coal development, and reinforce India’s energy security for the future.
