New Delhi / Tamil Nadu: In a landmark move to strengthen India’s maritime and shipbuilding capabilities, Cochin Shipyard Limited (CSL) has announced plans to invest around ₹15,000 crore in setting up a greenfield shipyard in Tamil Nadu, in collaboration with South Korea’s HD Korea Shipbuilding & Offshore Engineering (HD KSOE).
The announcement is seen as a significant step toward enhancing India’s position as a global shipbuilding hub, aligning with the Union Government’s broader vision of self-reliance and maritime infrastructure development.
Massive Job Creation Expected in Phase 1
According to an official statement, the project is expected to generate nearly 10,000 jobs in its first phase, including–
- 4,000 direct jobs
- 6,000 indirect jobs through associated services and industries
The new shipyard may also include a state-of-the-art ship repair unit, further strengthening the region’s maritime ecosystem.
MoUs Signed with Tamil Nadu Government and South Korean Giant
CSL signed two key memorandums of understanding (MoUs) to drive this initiative –
- With Guidance, the investment promotion agency of the Tamil Nadu government, to facilitate the development of shipbuilding clusters.
- With HD Korea Shipbuilding & Offshore Engineering (HD KSOE), to establish a long-term strategic partnership in shipbuilding.
This collaboration will combine CSL’s domestic capabilities and infrastructure with HD KSOE’s technological advancements and global shipbuilding experience.
Large Vessel Manufacturing to Begin at CSL’s New Dry Dock in Kochi
As part of the Indo-Korean collaboration, CSL’s 310-metre dry dock in Kochi — inaugurated by the Prime Minister in January 2024 — will be used to construct large commercial vessels such as:
- Suezmax tankers
- Container ships
- Capesize bulk carriers
The facility is expected to have a production capacity of up to six large vessels annually, placing India firmly on the global map of large-scale ship manufacturing.
Additional ₹3,700 Crore Block Fabrication Facility in Kochi
To support its expanding shipbuilding capacity, CSL will also establish a Block Fabrication Facility (BFF) in Kochi with –
- ₹3,700 crore investment
- 80-acre campus
- Production capacity of 1,20,000 MT per year
The BFF is projected to generate 2,000 direct jobs and stimulate substantial indirect employment in –
- Logistics
- MSMEs
- Ancillary industries
- Supply chain management
A Maritime Leap for India’s Shipbuilding Sector
This mega initiative is not only expected to enhance employment and attract foreign collaboration but also help reduce India’s reliance on imported vessels. It aligns with national goals under programs like ‘Make in India’, ‘Aatmanirbhar Bharat’, and the Maritime India Vision 2030.
With Tamil Nadu emerging as a key destination for infrastructure investment, this project could position the state as a major shipbuilding and maritime logistics hub in South Asia.
