New Delhi: In a significant bureaucratic reshuffle, the Delhi Government on June 26, 2025, issued transfer and posting orders for seven Indian Administrative Service (IAS) officers, including two at the Additional Chief Secretary (ACS) level. These strategic postings aim to strengthen the capital’s governance across finance, urban development, vigilance, environment, trade, and planning.
This reshuffle reflects Delhi’s focus on placing experienced, visionary officers in key positions to ensure streamlined administration and accelerated policy execution.
Bipul Pathak: A Multifaceted Administrator Leading Critical Portfolios
Among the most prominent movements is that of Bipul Pathak (IAS:1992:AGMUT), a senior and respected bureaucrat known for his sharp administrative insight and proven leadership. Previously serving as Additional Chief Secretary (ACS), Industries, with the additional charge of ACS, Environment & Forests, Shri Pathak has now been entrusted with a much broader mandate.
He has been appointed as the Additional Chief Secretary, Finance & Planning, and will continue to hold the additional charges of ACS, Industries, and Chairman, Delhi State Industrial and Infrastructure Development Corporation (DSIIDC).
Prashant Goyal to Serve as Financial Commissioner
Prashant Goyal (IAS:1993:AGMUT), who has served effectively as ACS, Urban Development, and Chairperson of SRDC, has been appointed Financial Commissioner (effective from July 1, 2025) upon the superannuation of Chetan B Sanghi (IAS:1988:AGMUT). Goyal’s wealth of experience in urban infrastructure and development will serve the Finance Commission with fresh perspective and purpose.
New Appointments and Responsibilities Across GNCTD
Several other IAS officers joining from various Union Territories have been assigned critical roles within the Government of National Capital Territory of Delhi (GNCTD)-
Sandeep Kumar (IAS:1997:AGMUT), returning from Lakshadweep, has been posted as Principal Secretary, Vigilance, with additional charges of Principal Secretary, Administrative Reforms and Environment & Forests—a portfolio where his insights will contribute to transparency and sustainability.
Pandurang K Pole (IAS:2004:AGMUT), currently Secretary of Higher Education and TTE, will additionally hold the post of Secretary, Urban Development, from July 1, 2025.
A. Nedunchezhiyan (IAS:2012:AGMUT) has been posted as Principal Director, Delhi Fire Service after joining GNCTD from Puducherry.
Arun Kumar Mishra (IAS:2012:AGMUT) has been placed at the disposal of Municipal Corporation of Delhi (MCD) upon return from Goa.
Suneel Anchipaka (IAS:2014:AGMUT), also joining from Goa, has been appointed Special Commissioner, Trade & Taxes.

It is worth noting that on June 24, 2025, Ramesh Verma (IAS:2009:AGMUT) was appointed as Chairman, Delhi Subordinate Services Selection Board (DSSSB), with the additional charge of Director, Union Territory Civil Services (UTCS). Known for his administrative acumen, Verma is expected to infuse transparency and innovation in Delhi’s recruitment and civil service framework.
