New Delhi: The Delhi government has announced the CM Skill Development Scheme, a comprehensive initiative aimed at enhancing the skills of local artisans, providing structured training, and connecting them to global markets. The scheme also integrates digital platforms and formal recognition of existing skills to promote sustainable livelihoods.
Structured Training and Entrepreneurship Development
Under the scheme, beneficiaries will undergo 12 days (96 hours) of structured training, including a two-day Entrepreneurship Development Programme (EDP). Training will be conducted in small batches of 35-45 participants to ensure personalized guidance.
Each participant will receive a stipend of ₹4,800 (₹400 per day) along with ₹100 per day for meals. Essential toolkits, including foot-operated sewing machines where required, will also be provided after training.
Digital Onboarding and Global Market Access
A key feature of the scheme is digital onboarding. Each artisan will have an e-catalogue created, showcasing their profile, photographs, and product details. These e-catalogues will be uploaded on the Open Network for Digital Commerce (ONDC) platform, providing visibility not just across India but also in international markets.
Chief Minister Rekha Gupta stated, “This scheme ensures artisans sustain themselves in the new economy while progressing with upgraded skills and access to digital platforms.”
Recognition of Prior Learning (RPL)
The scheme incorporates Recognition of Prior Learning (RPL) to formally certify the skills and experience of traditional artisans. This certification helps them integrate into the formal economy, opening doors to higher income opportunities and better employment prospects.
Eligibility Criteria
Applicants must meet the following conditions:
- Must be 18 years or older
- Only one member per family is eligible
- Government employees and their families are not eligible
- Aadhaar-based identification is mandatory for enrollment
The government will closely monitor the entire process to ensure training quality and support for beneficiaries.
Linking Skills to Livelihoods
Speaking at the Viksit Bharat Young Leaders Dialogue 2026, CM Rekha Gupta emphasized that skill development is a cornerstone of nation-building, as highlighted by Prime Minister Narendra Modi. The CM noted that the scheme aims to link artisan skills directly to employment and dignified income, promoting economic empowerment across Delhi.
