As part of the Centre’s continued focus on the development of border areas, Ms. Sweta Singh (2008-batch IFS officer), Director at the Prime Minister’s Office (PMO), chaired a high-level review meeting in Leh to assess the progress of the Vibrant Village Programme (VVP) in the Union Territory of Ladakh. The meeting took place at the Conference Hall of the Deputy Commissioner’s Office in Leh on Tuesday.

Warm Reception and Departmental Briefings
On her arrival, Ms. Singh was welcomed by Deputy Commissioner Leh Mr. Romil Singh Donk (2021-batch IAS officer), who expressed gratitude on behalf of all departments for her visit and leadership. The meeting was attended by Senior Superintendent of Police Leh Ms. Shruti Arora (2018-batch IPS officer), Additional District Development Commissioner Mr. Sonam Nurboo (JKAS), Chief Planning Officer Mr. Tsewang Gyalson, and other senior officials from various departments of Leh District.
Progress Overview of Vibrant Village Programme
Chief Planning Officer Mr. Gyalson presented a comprehensive overview of the implementation status and impact of the Vibrant Village Programme in Ladakh’s border villages. He highlighted achievements in key thematic areas such as ecosystem regeneration, livelihood generation, skill development, tourism infrastructure, off-grid electricity, and road connectivity.
The presentation also included updates on project submissions, status of approved schemes, and the digital portal created for real-time monitoring. Through this portal, officials are able to track updates on infrastructure, scheme saturation, status of village-level activities, and progress on newly submitted proposals.
Sweta Singh Stresses Ground-Level Impact and Feedback
Ms. Singh underlined that her visit aimed to gather on-ground feedback to be submitted directly to the Prime Minister’s Office. She urged all officers to openly share their experiences, benefits observed, and visible changes resulting from the implementation of the scheme. The session saw constructive discussions on improved connectivity, infrastructure upgrades, and better service delivery in remote villages.
The officials also pointed out implementation challenges and proposed solutions to accelerate progress in the tough terrain of the border region.

DC Leh Mr. Donk thanked Ms. Singh for her valuable time, guidance, and commitment towards enhancing development in Ladakh. He assured full cooperation from all district departments in furthering the goals of the Vibrant Village Programme.
The VVP aims to transform remote and border villages by providing essential infrastructure and services, thereby strengthening India’s strategic and socio-economic presence in high-altitude regions.
