New Delhi: In a major push to accelerate India’s Blue Economy and clean energy transformation, the Department for Promotion of Industry and Internal Trade (DPIIT) on Monday launched ‘PM GatiShakti – Offshore’, a state-of-the-art digital geospatial platform designed for the integrated planning and management of offshore infrastructure projects.
This pioneering initiative under the broader PM GatiShakti National Master Plan aims to facilitate the sustainable development of offshore sectors such as wind energy, marine resource exploration, and coastal infrastructure by consolidating multi-ministerial datasets into a single, unified interface.
Data-Driven Planning for India’s Offshore Development
According to DPIIT, the PM GatiShakti – Offshore platform will help central and state planners, regulators, and private investors make informed decisions using critical geospatial data layers. These include:
- Offshore wind, solar, tidal, wave, and ocean thermal energy potential
- Oil & gas fields, pipelines, sedimentary basins, and bathymetry
- Marine ecosystems such as coral reefs, mangroves, marine mammals
- Infrastructure like ports, airports, power grids, and fish landing centers
- Coastal regulation zones and hazard zones (e.g., earthquakes, wave heights, currents)
“PM GatiShakti – Offshore is a pioneering initiative that brings together crucial datasets from multiple ministries and departments. It will help optimise the planning of large-scale offshore projects while ensuring environmental sustainability,” the department said.
For example, while planning subsea power transmission lines—like an HVDC link to the Andaman and Nicobar Islands—the platform can analyse seabed depth, identify optimal cable routes, and avoid ecologically sensitive zones such as turtle nesting sites or coral reefs.
LEAPS 2025 Launched to Recognize Logistics Excellence
On the same occasion, Union Commerce and Industry Minister Mr. Piyush Goyal launched LEAPS 2025 — Logistics Excellence, Advancement, and Performance Shield, a new flagship initiative to recognize and reward outstanding performance in the logistics sector.
LEAPS aligns with the vision of the National Logistics Policy (NLP) and PM GatiShakti, aiming to strengthen India’s global competitiveness in supply chain efficiency.
Registrations for LEAPS 2025 are now open via the Rashtriya Puraskar Portal, and entries will be accepted until November 15, 2025.
Awards will be given across 13 categories, including:
- Air and road freight service providers
- Multimodal transport operators
- Warehousing service providers (including agricultural logistics)
- E-commerce logistics enablers
- Educational institutions promoting logistics education
“LEAPS 2025 is designed to benchmark excellence in logistics and promote innovation and efficiency across sectors,” DPIIT said.
Strengthening India’s Green and Blue Economies
Together, the launch of PM GatiShakti – Offshore and LEAPS 2025 underscores the government’s strong focus on integrated infrastructure development, logistics modernization, and sustainable coastal and marine growth.
These initiatives are expected to contribute significantly to India’s goals under Viksit Bharat 2047, with a sharp focus on green energy transition, climate resilience, and economic competitiveness.
