Secretary of the Department for Promotion of Industry and Internal Trade (DPIIT), Mr. Amardeep Singh Bhatia (1993-batch IAS officer), chaired a high-level meeting on June 24, 2025, to review critical issues affecting major infrastructure projects in Jharkhand, Sikkim, Nagaland, Assam, and Arunachal Pradesh. The meeting, facilitated by the Project Monitoring Group (PMG), aimed at expediting issue resolution through coordinated action by Central ministries, state governments, and project proponents.

During the meeting, 31 issues across 19 projects were reviewed across the five states:
- Jharkhand: 18 issues linked to 11 projects, with a total cost exceeding Rs. 34,213 crore
- Sikkim: 2 issues in 2 projects, costing Rs. 943.04 crore
- Nagaland: 3 issues involving 2 projects, with a total cost of Rs. 544.65 crore
- Assam: 1 issue related to a Rs. 6,700 crore project
- Arunachal Pradesh: 7 issues across 3 projects, including 1 private project worth Rs. 1,000 crore, with the total cost amounting to Rs. 33,469 crore
Major Projects Reviewed
The Patratu Thermal Power Station Expansion Project Phase-I in Jharkhand was reviewed in detail. The 2,400 MW project, being executed by NTPC/PUVNL, will use supercritical technology to improve efficiency and lower emissions. Water for the plant will come from Nalkari Dam, and coal will be sourced from NTPC’s captive blocks.
In Arunachal Pradesh, the meeting assessed the progress of the 2,880 MW Dibang Hydropower Project, being developed by NHPC. Featuring India’s tallest dam, the project will generate over 11,223 million units of clean energy annually, provide 13% free power to the state, support flood control, and contribute to India’s Net Zero goals. It is scheduled for commissioning by February 2032.
The Kohima Bypass Road Project in Nagaland, developed by NHIDCL under the Ministry of Road Transport and Highways, was also discussed. This project aims to decongest Kohima city, improve inter-state connectivity, and boost trade and tourism.
In the private sector, the meeting reviewed a project by GeoEnpro Petroleum Limited in Arunachal Pradesh worth Rs. 1,000 crore. Secretary Mr. Bhatia urged the state government to prioritize resolution of pending issues and offer full support to facilitate the project. He also emphasized enhancing Ease of Doing Business to attract private investment.
Institutional Strengthening and Policy Push
Mr. Bhatia reiterated the DPIIT’s commitment to strengthening the institutional project monitoring framework. He called on central and state authorities to adopt a proactive and collaborative approach, urging private players to leverage the PMG portal (https://pmg.dpiit.gov.in/) for efficient project tracking and timely issue resolution.
This meeting reinforces the Centre’s focus on accelerating infrastructure growth, promoting regional development, and improving private sector confidence in the investment ecosystem.
