ECI Rejects West Bengal Govt’s Plea, Summons Home Secretary and 24 IAS-IPS Officers for Central Observers Briefing

New Delhi: The Election Commission of India (ECI) on Wednesday rejected a request from the West Bengal state government to exempt 25 senior officers from attending the Central Observers Briefing Meeting ahead of the Assembly elections. The Commission has directed that all officers, including Home Secretary Jagdish Prasad Meena (JP Meena), must attend the mandatory training session scheduled for February 5 and 6, 2026.

Officers Summoned

The list of officers comprises 15 IAS and 10 IPS officers from the West Bengal cadre.

These officers were appointed as central observers for the Assembly elections in West Bengal, Assam, Kerala, Tamil Nadu, and Puducherry.

The ECI made it clear that all previous exemption requests have been considered and rejected, making attendance compulsory.

State Government’s Plea

The West Bengal government, based at Nabanna, had appealed to the ECI citing the following concerns:

  • Deputing senior administrative officers outside West Bengal during the election period could affect law and order and overall administrative management.
  • The absence of the Home Secretary could create difficulties in handling sensitive situations within the state.

Nabanna proposed alternative officers and sought exemption for 17 of the 25 officers.

ECI’s Response

The Election Commission rejected all exemption requests, emphasizing that attendance at the briefing session is mandatory.

The decision was communicated to ensure clarity at all administrative levels and to avoid any confusion regarding the deployment of officers.

Following the ECI’s directive:

The West Bengal government has instructed the Home Secretary and other officers to make necessary arrangements to attend the briefing session.

The briefing meeting is expected to prepare officers for their roles as central observers and ensure smooth conduct of Assembly elections in multiple states.
