New Delhi: In a major milestone for India’s energy sector, Engineers India Limited (EIL) successfully supervised the berthing and discharge of GAIL’s Liquefied Natural Gas (LNG) vessel at the Dabhol LNG Terminal on June 2, 2025. This event marked the commissioning of a state-of-the-art breakwater facility that transforms the terminal into an all-weather operational port.
Transforming Dabhol into an All-Weather LNG Terminal
The newly commissioned breakwater facility, spanning 2.3 kilometers, was developed by GAIL (India) Limited and executed by Larsen & Toubro (L&T) with EIL as the Project Management Consultant (PMC). The structure’s primary function is to shield the terminal from harsh marine conditions, including the powerful southwest monsoon, ensuring continuous LNG operations throughout the year.

The breakwater utilizes over 15,500 ACCROPODE™ blocks – innovative concrete armour units developed indigenously – and cutting-edge 3D ECHOSCOPE® technology, which enables precise underwater placement and structural integrity. The construction is reinforced with approximately one million cubic meters of boulders arranged in a triple-layered design, providing formidable resistance to severe ocean forces.
EIL’s Pivotal Role in Project Execution
EIL’s expertise was critical in coordinating complex engineering workflows, managing environmental clearances, and ensuring adherence to timelines. Despite facing a tight construction window of five to six months, the team successfully delivered the project with global standards of quality and efficiency.
“The commissioning of this breakwater facility is a testament to the collaborative effort and engineering excellence of GAIL, L&T, and EIL,” said Sandeep Kumar Gupta, Chairman and Managing Director of GAIL, during the inaugural event.
Enhancing India’s LNG Capacity and Energy Security
The upgraded Dabhol LNG Terminal now boasts a regasification capacity of 5 million metric tonnes per annum (MMTPA), a significant boost to India’s LNG import and distribution capabilities. This enhancement is expected to bolster India’s energy security by ensuring uninterrupted supply of LNG, a cleaner fuel alternative critical to meeting the nation’s growing energy demands.
The project’s certification as an all-weather port by the National Single Point Mooring Company (NSPC) underscores its resilience and operational reliability, particularly during extreme weather conditions.
About Engineers India Limited
Engineers India Ltd, a premier public sector enterprise under the Ministry of Petroleum & Natural Gas, was established in 1965 to provide indigenous technology and engineering consultancy services, primarily for hydrocarbon projects. Over time, EIL has expanded into sectors such as non-ferrous metallurgy, infrastructure, water and wastewater management, and fertilizers, playing a significant role in India’s industrial development.
