Raipur / New Delhi: In a landmark move toward transforming public administration, the Capacity Building Commission (CBC), Karmayogi Bharat, and the Government of Chhattisgarh signed a Memorandum of Understanding (MoU) on July 28, 2025, in Raipur. This partnership marks a significant step in implementing Mission Karmayogi’s vision of a competency-driven, technology-enabled, and continuous learning ecosystem for civil servants across the state.
The MoU signifies Chhattisgarh’s commitment to reforming governance by equipping nearly four lakh government officers and employees with structured, ongoing capacity-building opportunities. The initiative, already underway, has seen approximately 50,000 officers successfully complete online training sessions via the iGOT Karmayogi platform.
Chief Minister Hails Visionary Initiative
Speaking on the occasion, Chief Minister Vishnu Deo Sai described Mission Karmayogi as a “visionary initiative that embodies the aspirations of Prime Minister Narendra Modi.” He emphasized that the mission is set to instil the spirit of the ‘Karmayogi’ ethos among government officials, enabling them to serve citizens more effectively while nurturing a culture of excellence, transparency, and accountability in governance.
“This initiative will be pivotal in fostering a performance-oriented bureaucracy in Chhattisgarh—one that is not only agile but also deeply aligned with the principles of citizen-centric administration,” said the Chief Minister.
Key Objectives of the MoU
The partnership aims to:
- Onboard officials from multiple departments onto the iGOT Karmayogi digital platform, where they can embark on personalized learning journeys.
- Co-create training content tailored to the specific administrative and developmental priorities of Chhattisgarh.
- Promote a shift from rules-based to roles-based administration, aligning with the national civil services reform framework.
- Strengthen governance capacities at all levels—from field-level officers to senior administrators—through structured competency development.
About Mission Karmayogi & CBC
Mission Karmayogi, launched by the Government of India in 2020, seeks to reform the civil service ecosystem through competency-based learning, digital tools, and real-time performance tracking. The Capacity Building Commission, established in 2021, functions as the nodal body responsible for overseeing capacity-building initiatives across central and state governments.
The digital backbone of the initiative, the iGOT Karmayogi platform, offers government employees access to high-quality training modules, curated content, and performance analytics.
Implementation in Chhattisgarh
With this MoU in place, Chhattisgarh becomes one of the leading states in advancing the Mission Karmayogi framework at scale. The government has also shown proactive interest in co-developing localized content, reflecting the region’s unique governance challenges and citizen needs.
The move is expected to yield long-term dividends by strengthening policy execution, service delivery, and institutional responsiveness—ultimately contributing to a more effective and people-first governance model.
