New Delhi: In a groundbreaking move aimed at tapping into untapped potential, the Union Public Service Commission (UPSC) has launched ‘Pratibha Setu’, a digital platform designed to connect employers with candidates who clear the written exams but do not make it to the final selection list after the interview stage.
This initiative replaces the earlier Public Disclosure Scheme (PDS) and marks a significant step toward talent utilization and employment generation, particularly in the private and semi-government sectors.
What is Pratibha Setu?
‘Pratibha Setu’ (Talent Bridge) serves as a central digital repository of soft biodata of eligible UPSC candidates who reached the interview level but were not recommended for final appointment. This includes their educational qualifications, exam details, and contact information. The idea is to make this valuable human resource accessible to recruiters across sectors.
This portal will be especially useful for private companies, PSUs, NGOs, think tanks, and even central and state government agencies that require skilled human capital with proven academic and competitive credentials.
Key Features of the Platform
- Earlier known as the Public Disclosure Scheme (PDS), launched in 2018
- Now upgraded and renamed as Pratibha Setu with a dedicated portal
- Over 10,000 candidate profiles already available in the databank
- Employers can log in, browse, and directly connect with candidates
- Platform replaces the previous practice of publishing names on UPSC’s website
- Candidates’ data will be shared only after their consent
Who is Eligible Under Pratibha Setu?
Candidates who have appeared for the interview stage but were not recommended in the final merit list from the following examinations are eligible–
- Civil Services Examination
- Indian Forest Service Examination
- Central Armed Police Forces (Assistant Commandants)
- Engineering Services Examination
- Combined Geo-Scientist Examination
- Combined Defence Services (C.D.S.)
- Indian Economic Service / Indian Statistical Service
- Combined Medical Services Examination
These candidates have cleared preliminary and main stages and appeared for the personality test/interview, showcasing substantial talent, general awareness, domain knowledge, and aptitude for governance and leadership.
How Will It Work for Employers?
- Private and public sector employers will be required to create an account on the Pratibha Setu portal.
- After verification, they will receive access to the candidate databank.
- Employers can then filter profiles based on educational qualifications, exam cleared, or other attributes.
- Interested candidates can then be contacted directly for interviews or job opportunities.
This structured talent pool provides a credible, merit-based recruitment option for industries and institutions looking to hire India’s best minds.
Why This Matters
UPSC exams are among the toughest and most competitive in the country. Every year, lakhs of candidates apply, but only a few hundred are recommended for final appointment. Many non-recommended candidates still possess outstanding academic, analytical, and problem-solving skills, and have already cleared multiple rigorous stages of selection.
Pratibha Setu now ensures that this talent doesn’t go unrecognized and gives deserving individuals a platform for alternate success beyond government roles.
