Panaji – The Corporation of the City of Panaji (CCP) has served a formal show-cause notice to 1992-batch retired IAS officer from AGMUT cadre, Mr Subhash Chandra, regarding an unauthorized compound wall constructed at his private property in Ribandar. The wall was reportedly erected without the mandatory municipal approvals and deviates from the original sanctioned plan.
Commissioner Clen Madeira Flags Violation After Site Inspection
Following a site inspection conducted on June 30, CCP Commissioner Clen Madeira confirmed that the wall constructed was not in accordance with the design approved by the municipal authorities. As per the sanctioned plan, the compound was supposed to be enclosed using GI pipes. However, it was built using laterite stones, raising its height and altering its structural nature—thus constituting a clear violation of urban building norms.

Seven-Day Deadline for Compliance or Legal Action
The CCP’s notice mandates that Subhash Chandra respond within seven days, either by submitting valid documentation to justify the construction or by providing a suitable explanation. The notice clearly warns that failure to comply will lead to further action under the applicable municipal laws, including possible demolition of the unauthorized structure.
Action Part of Statewide Crackdown on Illegal Constructions
This move is part of a broader enforcement effort currently underway in Goa, as local bodies respond to High Court directives to identify and act against illegal constructions within their jurisdictions. The action against Subhash Chandra underscores CCP’s stated commitment to upholding urban regulations uniformly, regardless of the individual’s status.
