Andhra Pradesh: A Memorandum of Cooperation (MoC) was signed between Digital Bharat Nidhi (DBN) and the Andhra Pradesh government to accelerate the implementation of the Amended BharatNet Programme (ABP) in the state. This landmark partnership aims to bring high-speed fibre broadband connectivity across rural Andhra Pradesh and strengthen digital infrastructure.
The agreement was signed in the presence of Shri N. Chandrababu Naidu, Chief Minister of Andhra Pradesh; Shri Jyotiraditya M. Scindia, Union Minister for Communications and Development of North Eastern Region; and Dr. Pemmasani Chandra Sekhar, Minister of State for Communications and Rural Development.
What is Amended BharatNet Programme
The Amended BharatNet Programme is a flagship Government of India initiative aimed at upgrading and expanding broadband networks to ensure robust connectivity to villages and Gram Panchayats. It builds on the earlier BharatNet project — one of the world’s largest rural broadband drives — with enhanced scope and future-ready infrastructure investment.

Under this programme, Andhra Pradesh will benefit from a total rollout across 13,426 Gram Panchayats, including network upgrades and new connectivity to nearly 3,942 villages on demand.
Details of Andhra Pradesh Amended BharatNet Programme
The Government of India has approved ₹2,432 crore in financial support for implementation in Andhra Pradesh. This funding will support infrastructure deployment, faster execution, and enhanced rural connectivity.
The programme in Andhra Pradesh will be executed through the newly formed Special Purpose Vehicle (SPV) — Andhra Pradesh BharatNet Infrastructure Limited (APBIL) — which will oversee the network build-out and ensure efficient project delivery.

On the occasion, Union Minister Scindia highlighted the scale of the programme, noting it is a $16.9 billion (₹139,000 crore) publicly financed initiative that will bring optical fibre and broadband to every village in India. Dr. Pemmasani Chandra Sekhar emphasized that the MoC creates a structured and accountable state-led framework for rolling out the programme, strengthening last-mile connectivity, and expanding 4G internet access in rural areas.
Chief Minister Chandrababu Naidu said this partnership marks a milestone in Andhra Pradesh’s digital transformation. He noted that seamless broadband will enhance online education, telemedicine, digital payments, and rural governance services.

The agreement is expected to deliver over five lakh rural home fiber connections and significantly improve digital services in remote parts of Andhra Pradesh. With broadband access, villagers will have better opportunities in e-education, telehealth, e-governance, and economic activities.
