In a significant move toward administrative strengthening and urban governance reform, the Urban Development and Housing Department of Bihar is set to begin large-scale recruitment, particularly focusing on posts related to legal services and urban planning.
Departmental Minister Mr. Jivesh Kumar announced the creation of more than 250 new legal posts to ensure timely legal redressal at the municipal body level, including municipal councils and corporations. The government aims to boost efficiency in addressing court cases and implementing central and state development schemes.
Over 250 Legal Posts Approved to Tackle Rising Urban Legal Cases
Highlighting the increasing number of legal disputes in municipal bodies, Mr. Jivesh Kumar stated that there is a pressing need for in-house legal professionals within urban bodies.
To address this, the following posts have been officially created under the Administrative Division:
- 131 Law Assistants
- 113 Assistant Law Officers
- 19 Law Officers
These appointments will help municipalities handle legal matters more efficiently and reduce dependency on outsourced legal counsel. The move is supported by the drafting of the Bihar Municipality Law Service Rules, 2025, which will govern the structure and responsibilities of these newly created roles.
Urban Planning Division Also Strengthened
In addition to legal recruitment, the government is also forming a Planning Division at the Municipal Corporation level. This division will play a critical role in the implementation, documentation, and monitoring of urban schemes.
Newly sanctioned posts under the Planning Division include:
- 43 Assistant Municipal Planning Officers
- 19 Municipal Planning Officers
These officers will maintain key records and files related to ongoing urban infrastructure and welfare schemes, ensuring better compliance and delivery at the local level.
This dual recruitment drive—focused on legal and planning expertise—marks a systemic shift towards decentralization, professionalization, and rule-based urban governance in Bihar.
Record Number of Aspirants to Sit for BPSC 71st Combined Prelims Examination
Meanwhile, the Bihar Public Service Commission (BPSC) is all set to conduct the 71st Combined Preliminary Competitive Examination on Saturday, with a record 4,70,528 candidates applying for 1,298 posts.
The examination will be conducted from 12 noon to 2 PM across 912 centers in 37 districts, including 70 centers in Patna alone, where over 50,000 candidates will appear.
Strict Exam Rules in Place to Ensure Fair Conduct
Candidates have been instructed to report to the exam center by 9:30 AM, well ahead of the exam. The commission has emphasized that:
- Electronic items like mobiles, smart watches, Bluetooth devices, and calculators are strictly prohibited.
- Any candidate found with such devices will be disqualified.
- Use of white fluid, markers, erasers, or blades will invalidate answers.
- There will be negative marking (1/3rd deduction for each wrong answer).
This year’s paper will consist of 150 questions to be attempted in two hours, testing a wide range of general knowledge and aptitude.

On Friday, Patna was buzzing with thousands of BPSC aspirants and their families, who arrived from across the state. Heavy footfall was seen at Patna Junction, Rajendra Nagar, Mithapur Bus Stand, and Gandhi Maidan, as candidates made their way to exam centers.
The BPSC 71st exam continues to be one of the most competitive state-level examinations, offering access to prestigious administrative and officer-level posts under the Bihar Government.
