At the inauguration of the Collectors-Commissioners Conference 2025 held at the Kushabhau Thakre Auditorium, Chief Minister Dr. Mohan Yadav called on all public servants to embrace the spirit of service and deliver governance that reaches every corner of society. Dr. Yadav reiterated that true governance is measured by the wellbeing of the last person in society. He stressed that the administration, public representatives, and government officials must work together to uphold the public’s trust—described as the government’s most valuable asset.
Accessible, Decentralized, and Innovative Governance the Way Forward
The two-day conference focuses on accelerating governance reform through simplicity, efficiency, and decentralization. The Chief Minister urged district officials to build a legacy of public-centric innovation. He encouraged them to engage directly with local communities, conduct field visits, and foster a feedback-rich culture through public hearings and regular communication.
Every District Officer Must Be a Change-Maker
Dr. Yadav appealed to field officers to create impactful innovations that outlast their tenure. Approved departmental action plans for innovations should be permanent, scalable, and replicable. He reminded officers that their tenure should be remembered for transformational public service and problem-solving.
Education, Agriculture, and Irrigation: Pillars of State Development
Highlighting the state’s strong performance in agriculture, Dr. Yadav stated that Madhya Pradesh leads the nation in the production of pulses, spices, and tomatoes. With ambitions to become the milk capital of India, the state aims to increase its contribution from 9 percent to 20 percent in national milk output. On education, the Chief Minister reaffirmed his commitment to implementing the National Education Policy 2020, stressing 100% literacy, increased school enrollment, and skill-based, value-driven education for all.
Field Officers Must Embrace Their Role as Public Catalysts
To ensure effective last-mile delivery, the Chief Minister directed officers to improve systems, carry out surprise inspections, and spend nights in rural villages to truly understand local needs. Public-friendly work, innovation, and responsiveness to citizen feedback were highlighted as keys to administrative excellence.
Combating Misinformation and Leveraging Social Media for Governance
Recognizing the reach of social media, the Chief Minister called for real-time engagement and transparency. He instructed officers to verify and counteract misleading information swiftly and to actively showcase developmental work through digital platforms to foster public awareness and participation.
Vision 2047: Building a Developed, Cultural, and Inclusive Madhya Pradesh
Chief Secretary Mr. Anurag Jain emphasized the ongoing development of the Developed Madhya Pradesh @ 2047 vision document, aligning with Prime Minister Mr. Narendra Modi’s goal of a developed India. He noted that this document will focus on inclusive growth for the poor, youth, women, and knowledge-based sectors.
Stronger Administrative Communication and Collaboration Urged
Mr. Jain also announced enhanced coordination mechanisms, including virtual conferences twice a month and open-house platforms to foster problem-solving. Officers were encouraged to use at least two government days for sectoral field tours and to maintain consistent communication with subordinate staff and the general public.

Quoting the national mantra of “Perform, Reform, Transform”, Chief Minister Dr. Yadav urged the bureaucracy to commit themselves fully to building a self-reliant Madhya Pradesh.
