Ex-IPS RN Ravi Becomes West Bengal Governor: Profile, Career, and His Major Clashes With the Stalin Government

RN Ravi, a former IPS officer and national security expert, has been appointed as the new West Bengal Governor after the resignation of CV Ananda Bose.

West Bengal: RN Ravi, a former Indian Police Service (IPS) officer of 1976 batch from Kerala cadre and experienced national security official, has been appointed as the new Governor of West Bengal

The move came after the resignation of former governor C. V. Ananda Bose just weeks before the state’s upcoming assembly elections. 

The appointment of RN Ravi has sparked political reactions, especially from West Bengal Chief Minister Mamata Banerjee, who raised concerns about the lack of consultation with the state government. 

Ravi previously served as the Governor of Tamil Nadu and was frequently in the spotlight due to his public disagreements with the state government led by Chief Minister MK Stalin.

Details of RN Ravi Appointment 

The Union government appointed RN Ravi as the Governor of West Bengal after the sudden resignation of C. V. Ananda Bose. The resignation was accepted by President Droupadi Murmu, leading to a quick administrative reshuffle.

Union Home Minister Amit Shah reportedly informed West Bengal Chief Minister Mamata Banerjee about the appointment. At the same time, the Centre also informed Tamil Nadu Chief Minister MK Stalin that another governor would handle the additional charge of Tamil Nadu after Ravi’s transfer.

However, Banerjee expressed concern over the process and said she was “shocked and deeply concerned” by the sudden change, arguing that the state government should have been consulted before such an important decision.

Who Is RN Ravi?

RN Ravi, whose full name is Ravindra Narayana Ravi, is a former IPS officer known for his work in intelligence and national security.

  • Born on April 3, 1952, in Patna, Bihar
  • Completed a Master’s degree in Physics
  • Joined the Indian Police Service (IPS) in 1976, allotted to the Kerala cadre

Before entering public office, Ravi also briefly worked as a journalist. During his police career, he served in key institutions including the Central Bureau of Investigation (CBI) and the Intelligence Bureau (IB).

His work in intelligence operations involved handling security issues in areas such as Jammu & Kashmir, the Northeast, and Naxal-affected regions.

Role of RN Ravi in National Security and Naga Peace Talks

RN Ravi played an important role in India’s national security system before becoming a governor.

Key positions he held include:

  • Chairman of the Joint Intelligence Committee (2014)
  • Interlocutor for the Naga peace talks between the Government of India and Naga groups
  • Deputy National Security Advisor of India (2018)

His involvement in the Naga peace process was considered a major responsibility as he helped coordinate negotiations between the central government and insurgent groups in the Northeast.

Governorship in Nagaland and Meghalaya

RN Ravi entered constitutional office when he was appointed Governor of Nagaland in 2019.

During his tenure –

  • He oversaw developments related to the Naga peace process.
  • He also briefly held additional charge as Governor of Meghalaya between 2019 and 2020.

His tenure in Nagaland also saw tensions with some Naga political groups regarding the interpretation of peace agreements.

Controversies and Face-Offs With Tamil Nadu Government

RN Ravi became widely known nationally during his tenure as Governor of Tamil Nadu (2021–2026) due to repeated disagreements with the state government led by Chief Minister MK Stalin.

Key issues included:

  • Delays in giving assent to bills passed by the Tamil Nadu Assembly
  • Public criticism between the governor and state leadership
  • Assembly resolutions urging the Centre to set a time limit for governors to approve legislation

The dispute even reached the Supreme Court of India, highlighting broader debates about the constitutional role of governors in India’s federal system.

These confrontations made Ravi one of the most discussed governors in recent years.

Political Reactions to the  Appointment of RN Ravi

RN Ravi’s appointment in West Bengal immediately triggered political reactions. Chief Minister Mamata Banerjee said the decision violated established federal conventions and argued that such appointments should involve consultation with the state government.

The development also comes at a sensitive political moment as West Bengal is approaching assembly elections, making the role of the governor politically significant.
