New Delhi: In a week of notable movements across the Indian bureaucracy, three senior officers from the Indian Administrative Service (IAS) and Indian Revenue Service (IRS) have either been reassigned or elevated to key positions, reflecting the Centre’s continued efforts to balance administrative efficiency with personal equity and institutional strengthening.
Suvasis Das Joins Pharmaceuticals Ministry on Central Deputation
In a move aligned with India’s growing emphasis on healthcare and pharma innovation, Suvasis Das, a 2014-batch officer of the Indian Revenue Service (Income Tax), has been appointed as Deputy Secretary in the Department of Pharmaceuticals.
Recommended by the Department of Revenue, his central deputation was approved by the Department of Personnel and Training (DoPT) through an official order dated August 8, 2025. He will serve in the new role for a period of four years or until further orders, whichever is earlier.
Das has been relieved from his existing role and is expected to bring strategic financial and compliance insights to a department tasked with shaping policy in one of India’s fastest-growing sectors.

Tshering Bhutia’s Inter-Cadre Transfer to Bihar Finalized After Legal Battle
Adding a human angle to bureaucratic decision-making, IAS officer Tshering Y. Bhutia (Batch 2013) has been officially transferred from West Bengal to Bihar cadre on marital grounds, reuniting her professional path with her spouse, IAS officer Anand Sharma.
While such transfers are generally routine under inter-cadre marriage provisions, Bhutia’s request faced unusual delays due to objections from the West Bengal government citing officer shortage. The matter was eventually resolved through the Central Administrative Tribunal (CAT), which ruled that manpower constraints are not valid grounds to deny such a transfer and directed a time-bound issuance of the No Objection Certificate (NOC).
Bhutia, a native of Sikkim and known for her impactful work in administrative roles, will now contribute to governance in Bihar — a state that has been attracting talent through various administrative reforms in recent years.
Bijoy Bihari Mohapatra Appointed Technical Member at GSTAT
Meanwhile, in a move to fortify India’s indirect tax dispute mechanism, Bijoy Bihari Mohapatra, an officer of the IRS (Customs & Indirect Taxes), has been appointed as Technical Member (Centre) in the State Benches of the Goods and Services Tax Appellate Tribunal (GSTAT).
GSTAT, a critical appellate body formed under the GST regime, plays a pivotal role in ensuring fair and timely dispute resolution. Mohapatra’s deep domain expertise is expected to bring clarity and consistency to GST adjudication across states, especially as the tribunal expands its footprint post-pandemic.
