Court Orders Seizure of Digital Devices: Suspected Will, Suicide Note Inside

A Chandigarh court has ordered that Puran Kumar’s laptop and Apple tablet be turned over to the SIT. The court noted that:

  • The officer may have composed his suicide note and will on these devices.
  • Forensic examination of these devices could yield key evidence—timestamps, edits, drafts—that could clarify motive and timing.

The seizure is considered a critical next step in the investigation, given the centrality of digital footprints in modern forensic cases.

What Happened: Timeline of Events Untangled

October 7, 2025 – The Suicide

IG Y. Puran Kumar, posted at the Police Training College (PTC) in Sunaria, Rohtak, died by suicide at his Chandigarh residence.

He left behind an eight-page suicide note and a one-page will, accusing 15 current/former IAS and IPS officers—including Haryana DGP Shatrughan Kapoor and Rohtak SP Narendra Bijarnia—of harassment.

The note also implicated Sushil Kumar, his gunman, claiming he demanded bribes from a liquor dealer under Puran’s direction.

By evening, Sushil was arrested and reportedly confessed to the demand made on behalf of Puran.

October 8 – Complaint by Spouse

Amneet P. Kumar, his IAS officer wife, returned from Japan and filed a complaint of caste-based harassment against the DGP and SP.

She alleged the SP filed a false FIR (0319/2025) against her at the behest of the DGP as part of a conspiracy.

October 9 – FIR Registered

Chandigarh police filed FIR No. 156, naming 15 officers. Charges include sections under IPC and the SC/ST Act.

The FIR was based on allegations from the suicide note.

October 10 – SIT Formation

An SIT was constituted under IG Pushpendra Kumar, including senior officers from Chandigarh.

Amneet objected that the FIR used Section 3(1)(r) instead of the more stringent 3(2)(v) under the SC/ST Act.

October 11 – Body Shift & Protests

The body was moved from Sector 16 hospital to PGI without family consent—sparking controversy.

The family formed a 31-member committee and announced a mahapanchayat at a Chandigarh gurdwara, demanding action.

October 12 – Mahapanchayat & Ultimatum

The SP of Rohtak was removed from his post; DGP was asked to step aside.

The mahapanchayat demanded arrests and resignations within 48 hours, else protests would escalate.

October 13–14 – Political Pressure & Administrative Action

  • Union Minister Ramdas Athawale visited and met CM Saini, demanding justice.
  • Haryana govt placed DGP Shatrughan Kapoor on leave, naming O.P. Singh as acting DGP.
  • Rahul Gandhi visited the family as well.
  • Courts issued notices to the family for body identification.

October 15–16 – Postmortem, Funeral, Ash Immersion

The officer’s postmortem was performed under judicial supervision.

Cremation was held with police honors in Chandigarh; ashes were later taken to Haridwar for immersion.
