New Delhi/Shimla: Chief Minister Sukhvinder Singh Sukhu on Tuesday informed the Himachal Pradesh Assembly that over 20 independent power producers owe ₹1,177.89 crore to the Himachal Pradesh State Electricity Board (HPSEB). The dues relate to surveys, investigations, and preparation of detailed project reports, with the Baspa project alone accounting for ₹874.69 crore.
Legal Action to Safeguard State Interests
Replying to a question from Kewal Singh Pathania (Congress), CM Sukhu said the delay in recovery is primarily due to disagreements over interest rates. “The government will not compromise on safeguarding the interests of the state. Senior lawyers have been engaged to represent Himachal’s claims before various power producers,” he added.
Supreme Court Hearings and Pending Arrears
The Chief Minister highlighted ongoing legal proceedings, including the Shanan project case set for hearing in the Supreme Court on September 17. Additionally, pending arrears from the Bhakra Beas Management Board (BBMB) will be heard on September 10. “After a favourable judgment, the state expects to secure an additional ₹250 crore in royalty from JSW Company,” Sukhu noted.
Baira Siul Project and Long-Term Recoveries
CM Sukhu further stated that the Energy Department has issued notices to the Baira Siul hydel project for returning the project to the state government after completing 40 years of operation. The matter is currently under consideration in the High Court.
Other State Issues: Transport Services
Deputy Chief Minister Mukesh Agnihotri addressed the Assembly during the zero hour, clarifying that the government will not restore closed Himachal Roadways Transport Corporation routes where even diesel costs were not recovered. In response to concerns raised by Randhir Sharma (BJP) about school-going children affected by route closures, Agnihotri assured that the government will examine the issue if children’s commutes are impacted.
