Himachal Pradesh Lifts Ban on Transfers of Class III and IV Employees Till March 2026

Shimla: The Himachal Pradesh Personnel Department has lifted the ban on general transfers of Class III and Class IV employees, excluding teachers of the Education Department and Technical Education Department, till March 31, 2026. With this decision, the authority to approve transfers has been restored to the concerned ministers, subject to strict adherence to government-prescribed guidelines.

The move comes as a major relief for employees who have been posted at the same place for several years and were unable to seek transfers due to the blanket ban imposed earlier.

Strict Adherence to Transfer Guidelines Mandatory

Despite lifting the ban, the Personnel Department has made it clear that transfers will not be arbitrary. All transfers must strictly follow the comprehensive transfer guidelines issued in 2013 and amended from time to time. Detailed instructions in this regard have been issued by the Deputy Secretary of the Personnel Department.

Ministers have been allowed to make transfers only within a limited and regulated framework. Any deviation from the established norms will not be permitted, and accountability has been clearly fixed at the departmental level.

Facility for Employees to Apply Directly for Transfers

In a significant provision, employees have been given the option to apply directly for transfers within their respective departments. This step is expected to streamline the process and reduce dependency on political or administrative recommendations.

However, applications will still be scrutinized strictly as per rules, and approval will be granted only if all conditions laid down in the guidelines are met.

No Arbitrary or Large-Scale Transfers Allowed

The Personnel Department has categorically stated that under no circumstances will arbitrary or large-scale transfers be permitted. As a general rule, only those employees who have completed a minimum tenure of three years at a particular station will be considered eligible for transfer.

Administrative necessity will be given priority in all cases, ensuring that departmental functioning is not disrupted due to frequent or unjustified transfers.

Transfer Cap Fixed at Three Percent

To prevent misuse of the relaxation, the government has imposed a strict cap on the number of transfers. The total number of transfers in any department, board, corporation, or university must not exceed three percent of the total sanctioned strength of employees in the concerned category.

The responsibility for ensuring compliance with this limit has been fixed on the heads of departments, managing directors, chief executive officers, and registrars. Any violation of this provision will invite personal accountability.

Chief Minister’s Approval Mandatory for Exemptions

The Personnel Department has also clarified that special cases will require prior approval from the Chief Minister. This includes transfers involving tenures shorter than the mandatory three years, transfers over short distances, or any other exemptions from the prescribed norms.

Such approvals will be processed through the concerned minister before being placed before the Chief Minister for final consent.

Background: Ban Imposed in July 2025

The state government had imposed a ban on general transfers of Class III and Class IV employees in July 2025 as part of administrative streamlining. During the ban period, transfers were permitted only on the recommendation of the Chief Minister.

With the lifting of the ban, the government aims to address long-pending transfer demands of employees who have remained posted at one location for extended periods, while simultaneously ensuring discipline and transparency in the transfer process.
