A departmental training programme was organised for 12 probationary officers of the Indian Administrative Service (IAS) 2024 batch at the Urban Development and Housing Department (UDHD) in Patna on Saturday.
The session aimed to familiarise young officers with departmental functioning, administrative procedures, and governance mechanisms.

Training Conducted as Part of Foundation Course
The officers are currently undergoing their foundation course at the Bihar Institute of Public Administration and Rural Development (BIPARD). The programme formed a key component of their practical exposure to state-level administration.
Principal Secretary Highlights Urban Governance Priorities
Principal Secretary Vinay Kumar addressed the probationers, offering insights into the department’s structure, responsibilities, and major initiatives.
He emphasised critical areas such as town planning, satellite city development, solid and liquid waste management, and urban infrastructure. He noted that even unplanned cities can be transformed into well-organised urban centres through systematic planning and coordinated efforts.
Drawing from his administrative experience, he also advised officers on ensuring governance that is effective, responsive, and sensitive to public needs.
Exposure to Administrative Processes and Case Handling
During the session, probationers were given a detailed overview of the department’s organisational setup, including its directorates and regional offices.
They were also briefed on key administrative functions such as:
- Case handling in high courts and other judicial forums
- Financial management and audit procedures
- Implementation of departmental schemes
- Property tax systems and revenue mechanisms
Focus on Schemes, Budgeting, and Policy Planning
Discussions were held on flagship initiatives like the Swachh Bharat Mission, centrally sponsored schemes, and urban infrastructure development.
Officials also explained departmental rules, budget formulation processes, and planning frameworks. The officers were informed about plan documents for 2025–26 approved by the Planning Authorisation Committee and the state cabinet.

Additional Secretary Manoj Kumar was also present during the training session.
The probationary officers who attended the programme included Virupaksh Vikram Singh, Priya Rani, Krishna Joshi, Prem Kumar, Syed Adil Mohsin, Ajay Yadav, Suraj Kumar, Vignesh TA, Jatin Kumar, K Parikshit, Mahesh Kumar, and Kashish Bakshi.
