New Delhi:— In notable movements within India’s civil services, senior IAS officer Ms. Alka Upadhyaya has briefly held dual secretary-level charges at the Centre, while junior officer Garima Narula has been transferred to Rajasthan cadre following her marriage to a fellow IAS officer—both reflecting the personal and administrative dynamics shaping today’s bureaucracy.
Alka Upadhyaya Briefly Oversees Fisheries Alongside Animal Husbandry
Ms. Alka Upadhyaya, a 1990-batch IAS officer of the Madhya Pradesh cadre, currently serves as Secretary, Animal Husbandry and Dairying (AHD). For a brief period, she also held additional charge as Secretary, Fisheries, within the same Ministry. The dual appointment was seen as a move to ensure continuity and administrative alignment across allied agri-animal sectors.
A former Chairperson of the National Highways Authority of India (NHAI), Upadhyaya’s leadership reflects a broader push by the Government of India to integrate policy approaches across departments. While her name no longer appears under the Department of Fisheries in the latest listings, her temporary stewardship points to strategic flexibility in managing overlapping portfolios at the top bureaucratic level.

Garima Narula Transferred to Rajasthan Cadre Post-Marriage
In a parallel development, Garima Narula, a 2023-batch IAS officer originally allotted to the Telangana cadre, has been officially transferred to the Rajasthan cadre following her marriage to Rajat Yadav, also a 2023-batch IAS officer currently posted in Rajasthan. The transfer was approved by the Department of Personnel and Training (DoPT) under inter-cadre transfer provisions for All India Services officers.
Such transfers are routine and reflect the government’s policy of promoting family unity and personal well-being of officers without compromising administrative efficiency. Narula is expected to assume her new posting in Rajasthan shortly.
