Who Is IAS B. Rajender, the New ACS of Education Department in Bihar? Signals Key Administrative Shift

Rajender, a 1995 batch IAS officer, has been appointed as the new Additional Chief Secretary (ACS) of the department. Dr Rajender takes over from S. Siddharth, a 1991 batch IAS officer, who has been transferred as the new Development Commissioner. The reshuffling is seen as part of the government’s ongoing efforts to streamline and strengthen the administration, particularly in the critical education sector.

A Distinguished Career Path

Dr. B. Rajender, who hails from Telangana, is an IAS officer from the Bihar cadre and brings with him a wealth of administrative experience. With a background in plant pathology—he holds a Ph.D. from the Indian Agricultural Research Institute, New Delhi—Rajender has an extensive career spanning various key departments. His appointment to the Education Department signals a broadening of his expertise beyond agriculture and administration to focus on crucial reforms in education.

Before his latest assignment, Dr. Rajender was serving as the Principal Secretary in Bihar’s General Administration Department (GAD). In addition to his main responsibilities, he held several important additional charges, including Principal Secretary for the Agriculture Department, Animal and Fisheries Resources Department, and Secretary for the Labour Resources Department.

International Experience: Minister in Rome

Dr. Rajender’s career took a global turn when he was appointed as the Minister (Agriculture) at the Indian Embassy in Rome, Italy, in 2018. This role, equivalent to a Joint Secretary in the Government of India, saw him represent India in international agricultural affairs for three years. During this period, he gained valuable international experience and worked on issues related to agriculture, food security, and bilateral cooperation.

His time in Rome not only strengthened his diplomatic acumen but also broadened his perspective on global agricultural policies, which will undoubtedly inform his approach to reforms in Bihar’s education sector.

Key Responsibilities in the Education Department

As the new ACS of the Education Department, Dr. Rajender will be tasked with spearheading critical educational reforms in Bihar. His leadership will focus on improving the quality of education, revamping the state’s education infrastructure, and implementing key policy changes to make education more accessible and inclusive.

Dr. Rajender’s experience in managing multi-departmental portfolios and his leadership in areas such as agricultural reforms and administrative governance will be crucial in driving the state’s educational goals. He served as the Principal Secretary of the newly established Sports Department in Bihar in January 2024, when the department was officially approved by the state cabinet. His tenure in this role was marked by efforts to strengthen the sports ecosystem and support athletes in Bihar.

Furthermore, Rajender held additional charges in various other departments, including Public Grievances, Labour Resources, and Administrative Reforms Mission. His extensive experience managing public services and driving reforms will be a valuable asset in his new role as ACS for Education.

Educational Background and Expertise

In addition to his doctorate in plant pathology, Dr. Rajender has participated in various international training programs, including an irrigation management program in China in 2010, and a rice breeding course in the Philippines in 2009. His strong academic background and international exposure will provide him with a unique approach to tackling challenges in education and governance.
