IAS KK Pathak Takes on New Role as Special Secy in Union Cabinet Secretariat After Retiring from Bihar Service – Know More About Him

In a significant move, Keshav Kumar (KK) Pathak, a senior IAS officer of the 1990 batch from Bihar, has been appointed as the Special Secretary in the Cabinet Secretariat, Government of India. This prestigious appointment has come with an upgrade to a vacant Joint Secretary post, temporarily elevating it to the rank and pay of a Secretary.

Mr Pathak, known for his unyielding discipline and administrative acumen, has officially retired from his role in the Bihar state administration, following formal release by the General Administration Department of the Government of Bihar. This move marks the culmination of a distinguished career within the Bihar government, after which Pathak will take up his new responsibility at the Union level.

His departure from the state administration has been widely regarded as a major loss for Bihar’s governance, given his long-standing reputation for integrity and effectiveness in various key positions. Chief Minister Nitish Kumar, who has always held KK Pathak in high regard, is also expected to feel the void created by his exit from Bihar’s administrative machinery.

KK Pathak’s Tenure in Bihar: A Legacy of Discipline and Reform

Mr Pathak’s career in Bihar has been marked by a series of notable achievements and controversies. Throughout his service, he gained widespread recognition for his efforts to reshape the state’s administrative practices and policies. Notably, he played an instrumental role in the enforcement of Bihar’s liquor ban law in 2016. His relentless pursuit of making the prohibition law effective earned him the wrath of liquor mafias and powerful lobby groups. Despite facing significant opposition, Pathak remained resolute in his commitment to uphold the law and deliver it to the people.

Mr Pathak, a disciplinarian at heart, had a long tenure in various key departments in Bihar. His role as the Principal Secretary of the Education Department is particularly noteworthy, where he earned both admiration and criticism for his tough stance on accountability. He was instrumental in enforcing online attendance for teachers, eliminating laxity in school administration, and conducting surprise inspections. His unflinching approach to discipline often led to confrontations with political figures, but he remained committed to his vision of improving public services.

When posted as the Chairman of the Revenue Board, Pathak introduced several reforms to address land disputes and improve land measurement processes. His efforts to bring transparency and accountability in the Revenue Department are widely acknowledged as transformative.

Central Deputation and New Responsibilities

Mr Pathak’s new role as Additional Secretary in the Cabinet Secretariat comes at a crucial time for the central government, as his proven administrative expertise is expected to contribute significantly at the national level. The General Administration Department of Bihar officially notified his central deputation, relieving him from his duties in the state. His transition to the central government marks the beginning of a new chapter in his illustrious career.

The same notification also mentioned the release of Dr. N. Sarwan Kumar, the Principal Secretary of the Food and Consumer Protection Department, who has been appointed as the Vice-Chairman of the Delhi Development Authority at the Additional Secretary level.

A Career Defined by Integrity and Courage

Mr Pathak’s service in Bihar spans several decades, during which he held numerous important positions. Born in 1968, Pathak began his administrative journey in 1990. His first assignment was in Katihar, followed by postings in Giridih and Begusarai. He rose to prominence when he was appointed as the District Magistrate of Giridih in 1996, where his no-nonsense attitude quickly became well-known.

One of his most significant moments in the public eye came during his tenure in Gopalganj, a district under the influence of the powerful Lalu Yadav family. In a bold move, Pathak inaugurated a hospital funded by MPLAD funds in Gopalganj, but with an unusual twist—the inauguration was done by a sweeper, a decision that created a major uproar in the political circles. This act of defiance was just one example of his willingness to challenge entrenched political forces to serve the public interest.

Throughout his career, KK Pathak has never shied away from confrontation, whether with politicians or powerful lobbies, and his ability to remain focused on his duties has earned him respect, even from those who disagreed with his methods.

Pathak’s Departure: An Era Ends in Bihar

Mr Pathak’s central deputation marks the end of an era in Bihar’s administrative system. His departure is seen as a significant turning point, as he was one of the few officers in the state who combined integrity with a passion for reform. His tenure will be remembered for his contributions to public service, his tough stance on accountability, and his relentless efforts to create a transparent and efficient government.
