New Delhi: In a significant recognition of digital governance innovation, Munish Moudgil (IAS) and his team were conferred the National Award for E-Governance by Hon’ble Union Minister for Science and Technology Dr. Jitendra Singh, for conceptualizing and implementing “Ekhata”, a revolutionary digital property records initiative under Bruhat Bengaluru Mahanagara Palike (BBMP).
Ekhata: A Transparent Leap in Urban Property Governance
“Ekhata” is a path-breaking initiative aimed at digitally recording property ownership in Bengaluru, ensuring clear land titles, transparency, and minimizing disputes and fraudulent transactions. By digitizing records and creating a unified property registry, the system effectively safeguards properties from land grabbing and ensures greater trust in urban land dealings.
While the concept of digitizing property titles sounds ideal on paper, implementing such a system in a complex, fast-growing urban environment like Bengaluru – with multiple stakeholders, legacy issues, and legal grey areas – was a formidable challenge.
“Though the idea itself is excellent, implementing it in Mahanagara Palike limits, with all its ifs and buts, was a humongous task,” D Roopa Moudgil, a 2000 batch IPS officer, said.
Leadership, Support & Team Effort: The Backbone of Ekhata’s Success
The successful rollout of Ekhata was made possible not just by the vision and dedication of Munish Moudgil but also through the strong backing of senior leadership.
Sri D.K. Shivakumar, Hon’ble Minister for Bengaluru Development, extended wholehearted support to the initiative.
Sri Tushar Girinath, Chief Commissioner of BBMP, played a pivotal role in enabling the project on ground.
Notably, the project was implemented without incurring any additional cost to the public exchequer, making it a model for cost-effective governance innovation.

The National E-Governance Award underscores the importance of citizen-centric digital reforms and highlights Bengaluru’s leadership in leveraging technology for better urban governance.
