Mr. Rupesh Kumar (2019 batch AGMUT cadre IAS officer), who was transferred allegedly because of taking action against illegal liquor sales while being posted as Additional Commissioner in the Department of Excise and Taxation, was re-instated in the same post, replacing Deputy Commissioner Mr. Vinay Pratap Singh.

On January 26, Mr. Kumar was abruptly replaced by a Haryana Civil Service officer, Mr. Pradyuman Singh, as the additional excise and taxation officer after he (Mr. Kumar) ordered the sealing of establishments and suspension of the licences of 10 major liquor vends. Mr. Kumar had worked diligently to stop the sale of illegal liquor during his five-month stint in the department since September 2023, and had registered more than 30 cases against illegal liquor sales.
