Rajouri: IAS Probationer Seerat Baji, 2024 batch officer, conducted a comprehensive review of the implementation of developmental initiatives under the Vibrant Villages Programme (VVP-II) in Namblan village today. The meeting focused on the saturation of central and UT government schemes, strengthening basic infrastructure, and augmentation of civic amenities in this strategically significant border village.
Hailing from the remote village of Kanthol, about 70 kilometres from Rajouri, Ms Baji cracked the UPSC examination in her second attempt. She secured an All India Rank (AIR) of 516 in the UPSC CSE – 2023.
Education Sector Review
The Probationer began by evaluating the functioning of local schools, with a particular focus on pupil–teacher ratio and proposals for upgradation of the Government High School. Discussions were held on improving academic indicators and strengthening school infrastructure to enhance the quality of education in the village.

Healthcare Improvements
Seerat Baji reviewed the functioning of the Health Sub Centre Dhara Sangla, instructing authorities to upgrade healthcare facilities in line with the provisions of the Vibrant Villages Programme. Emphasis was placed on ensuring timely and quality medical services to the residents.
Essential Services and Veterinary Support
The meeting also assessed the performance of the Food, Civil Supplies & Consumer Affairs (FCS&CA) and Veterinary Departments. The Probationer directed officers to ensure uninterrupted supply of essential commodities and timely availability of veterinary services for the local population.
Agriculture, Horticulture, and Irrigation
During the review of the Agriculture and Horticulture Departments, Seerat Baji examined irrigation facilities, availability of agricultural inputs, and challenges posed by the monkey menace. She instructed officers to submit feasibility reports for the construction of a check dam to support local irrigation needs.
Cooperative and Rural Development Initiatives
The functioning of the Cooperative Department was evaluated with a focus on expanding the reach of cooperative societies to benefit more residents. Reviewing progress under the National Rural Livelihoods Mission (NRLM), the Probationer directed registration of at least 10 new Self Help Groups in the area within a month.
Anganwadi, Youth, and Mission YUVA Programs
Seerat Baji assessed the functioning of seven Anganwadi Centres and reviewed the activities of the District Youth Services & Sports Department. Emphasizing effective implementation of Mission YUVA schemes, she instructed maintaining close coordination with banks to ensure timely disbursal of payments to beneficiaries.
Infrastructure and Electricity
The Probationer also inquired about the progress in providing electricity connections to left-out households. The performance of the Rural Engineering Wing in executing development works was reviewed, with directions given to accelerate project completion and improve service delivery.
