New Delhi: IAS Rajesh Agrawal, India’s Commerce Secretary designate and the current Special Secretary in the Department of Commerce, is set to meet with his American counterpart, Assistant US Trade Representative Brendan Lynch, on September 16.
Mr. Agrawal is a 1994-batch IAS officer from the Manipur cadre. He was appointed as the Special Secretary in the Department of Commerce on an interim basis in April this year. Subsequently, he was also named the next Commerce Secretary. He will take over the role following the retirement of Sunil Barthwal on September 30.
The high-profile discussions will focus on advancing negotiations related to a Bilateral Trade Agreement between India and the United States.
Background: Ongoing US-India Trade Negotiations
India and the US have so far conducted five rounds of negotiations aimed at strengthening trade ties and resolving tariff disputes. A planned sixth and final round of talks, originally scheduled between August 25 and 29, was postponed, creating a temporary delay in the negotiation process. Brendan Lynch, who oversees South and Central Asia trade affairs for the US, is currently in India to continue discussions and explore areas of mutual benefit.

Rajesh Agrawal: From Interim Special Secretary to Commerce Secretary
Rajesh Agrawal, a 1994 batch IAS officer from Madhya Pradesh cadre, was appointed as Special Secretary in the Department of Commerce in April 2025. He has also been named the next Commerce Secretary, slated to officially take charge after the retirement of the incumbent secretary, Sunil Barthwal, on September 30. Agrawal’s appointment comes at a pivotal moment for India’s trade policy, as the country grapples with complex challenges in its economic relations with the US.
Challenges Ahead: Tariffs and Geopolitical Issues
Agrawal will assume office during a challenging period marked by significant trade tensions. The US has imposed a steep 50 percent tariff on several Indian imports, affecting sectors ranging from textiles to steel. Moreover, the global geopolitical scenario, particularly the ongoing conflict between Russia and Ukraine, continues to influence international trade dynamics. These factors have added urgency to the bilateral discussions, as both countries seek to stabilize and enhance their economic cooperation.
Looking Forward: Expectations from the Upcoming Talks
The meeting on September 16 is expected to focus on addressing tariff barriers, expanding market access, and setting a framework for sustained trade cooperation. Both sides are anticipated to discuss mechanisms to resolve outstanding issues and establish a roadmap for future collaboration. Rajesh Agrawal’s expertise and leadership will be crucial in navigating these complex negotiations to benefit India’s economic interests.
