Mr. Sandeep Bhagia, a 2018 batch IAS officer currently posted as Additional Commissioner (GST) in Gautam Buddha Nagar (Noida), is facing serious allegations from female officers in his department. Born on 21 April 1989 in Lucknow, Uttar Pradesh, Mr. Bhagia graduated and later cleared the UPSC Civil Services Examination in 2017, reportedly securing 30th rank.
He began his career as a trainee IAS officer and was posted as Joint Magistrate in Meerut from 7 August 2020 to 9 June 2022. Subsequently, he served as Chief Development Officer (CDO) in Muzaffarnagar until 15 April 2025 before assuming his current role in the GST department.
Allegations of Misconduct
Just four months into his posting in Noida, female officers submitted a letter on 5 August 2025 to Chief Minister Mr. Yogi Adityanath, Prime Minister Mr. Narendra Modi, Governor Ms. Anandiben Patel, the Uttar Pradesh Women’s Commission, and other senior officials, raising allegations of sexual harassment, inhuman behavior, and workplace intimidation.

The letter alleges that Mr. Bhagia forces women officers to sit or stand in his office for extended periods, creating an uncomfortable environment. He is accused of using abusive language, issuing threats regarding their jobs, and making video calls late at night, allegedly recording videos without consent. Officers opposing such behavior reportedly face threats of suspension through fabricated charges such as negligence or leaking information.
Call for Fair Investigation
The female officers emphasized that such conduct undermines women empowerment initiatives like Beti Bachao-Beti Padhao, damaging their morale and professional dignity. They have demanded a fair and confidential investigation into the allegations.
Response from IAS Officer
Mr. Bhagia has categorically denied the allegations, stating that his work strictly focuses on preventing GST evasion and increasing revenue. He described the allegations as baseless and motivated, claiming that administrative work is being misrepresented. He further expressed readiness to present his side before the government if required.
