In a historic first for Uttarakhand and the country, IAS officer Ms. Sonika Singh has been appointed as the Mela Adhikari (Mela Officer) for the Haridwar Kumbh Mela 2027, becoming the first woman to lead one of the largest religious congregations in the world. Her appointment marks a watershed moment in the administrative history of the state and signals a progressive stride toward gender equality in top leadership roles.

Currently serving as Additional Secretary in the state’s Civil Aviation Department, Ms. Singh has already assumed formal charge at the Mela Control Office in Haridwar and has commenced consultations with key stakeholders. Her early focus areas include crowd management, transport coordination, sanitation, and multi-agency collaboration — critical components for the successful execution of the event.
Kumbh 2027: A Grand Vision Beyond ‘Ardh’
Though technically the upcoming 2027 congregation is an Ardh Kumbh, held every six years, the Uttarakhand government has officially branded it as a full Kumbh Mela to elevate its scale and global significance. By dropping the prefix “Ardh,” the administration intends to attract greater participation, investment, and attention, treating the event on par with the 12-year full Kumbh Mela.
Chief Minister Mr. Pushkar Singh Dhami emphasized this shift in a public statement, highlighting the importance of inclusive leadership. “This is not about comparison; it’s about capability. IAS Sonika Singh’s leadership will bring new energy to the preparations. Women have always played a central role in Uttarakhand’s development,” he remarked. The Chief Minister also promised that the shortcomings of the 2021 Kumbh, which was overshadowed by the COVID-19 pandemic, would be addressed with renewed planning and commitment.
Who is IAS Sonika Singh?
A 2010-batch IAS officer of the Uttarakhand cadre, Ms. Sonika Singh is known for her calm resolve, strategic acumen, and administrative depth. She has served in multiple high-impact roles, including:
- District Magistrate of Dehradun (2022): Where she also doubled up as the CEO of the Smart City Project.
- Additional Secretary to the Chief Minister (2021): Handling portfolios such as Tourism, Religious Affairs, Medical and Family Welfare, and acting as Additional CEO of the Tourism Development Council.
- CEO, UCADA (Uttarakhand Civil Aviation Development Authority) and Additional Secretary, Co-operative Department.
An IIT postgraduate, Ms. Singh began her career as a scientist at DRDO before entering the civil services. She has also served as Mission Director of the National Health Mission (NHM) in Uttarakhand and is widely regarded as a balanced and dynamic officer with a solid governance track record.
A Legacy of Leadership — But a First for Women
Since 1986, Haridwar’s Kumbh and Ardh Kumbh Melas have seen a succession of seasoned IAS officers helm the event:
- 1986: Arun Kumar Mishra (then under CM Narayan Dutt Tiwari)
- 1992: Rajeev Gupta (Ardh Kumbh)
- 1998: Fateh Bahadur Singh (Kumbh)
- 2004: A rotation of officers including Om Prakash, Maheshwari, S.C. Napchyal, and Utpal Kumar Singh
- 2010: Anand Vardhan (now Chief Secretary)
- 2021: Deepak Rawat
However, Ms. Sonika Singh is the first woman to break this long-standing gender barrier, bringing a fresh perspective to the spiritual, cultural, and logistical complexities of the Mela.
The scale of the Kumbh Mela is staggering — an ephemeral city must be constructed, complete with roads, sanitation lines, power grids, health services, security plans, and digital command centers. Short tenures in the past have often disrupted continuity and progress. By appointing Ms. Singh well in advance, the state aims to ensure consistency, accountability, and a focused vision.
Haridwar Kumbh 2027: What Lies Ahead
The 2027 Kumbh Mela promises to be a landmark event. Apart from the traditional Shahi Snan and Peshwai processions, the government is focusing on:
- Environmental sustainability
- Smart digital infrastructure
- Robust disaster management frameworks
- Seamless coordination between civic, religious, and police bodies
Ms. Singh’s leadership will be crucial in weaving together these varied elements to create a spiritually uplifting and logistically sound event. Her inclusive approach and administrative rigor are expected to not only elevate the 2027 Kumbh but also redefine the state’s approach to large-scale event management.
As Haridwar gears up to welcome millions of pilgrims and global attention, the confluence of tradition and transformation will be steered by an able hand — that of IAS Sonika Singh, the first woman Mela Adhikari in India’s history.
