New Delhi: The Central Government has approved significant bureaucratic changes involving senior officers from the Indian Administrative Service (IAS) and Indian Railway Accounts Service (IRAS), reinforcing leadership in critical sectors such as healthcare and railways.
Dr. Vinay Goyal IAS Takes Additional Charge of Kerala Medical Services Corporation
Dr. Vinay Goyal, a 2016-batch IAS officer of the Kerala cadre, has been entrusted with additional responsibilities to strengthen healthcare delivery in the state. Currently serving as the State Mission Director of the National Health Mission (NHM) in Kerala, Dr. Goyal has now been given the additional charge of Managing Director of Kerala Medical Services Corporation (KMSCL).
This move is aimed at enhancing the synergy between NHM and KMSCL, two crucial arms in the public healthcare sector responsible for program implementation and medical procurement, respectively. Dr. Goyal, known for his administrative acumen and field-oriented approach, is expected to play a pivotal role in streamlining the supply chain and ensuring the availability of essential medical supplies across the state.
Chhavi Jha IRAS Appointed Additional Member (Revenue) – Railway Board
In another key appointment, Chhavi Jha, a senior officer from the Indian Railway Accounts Service (IRAS) currently serving as the Chief Administrative Officer (Information Technology) in Northern Railway, has been elevated to a crucial policy-making role in the Ministry of Railways.
She has been appointed as the Additional Member (Revenue) on the Railway Board at Pay Level 16 (Higher Administrative Grade – HAG). With her extensive background in financial administration and IT integration within the railways, Jha is expected to bring innovative solutions to optimize revenue generation and improve fiscal oversight within one of the world’s largest rail networks.
These appointments reflect the government’s ongoing efforts to place experienced and dynamic officers in key roles to drive governance reform and service delivery across sectors.
