The Innovations for Defence Excellence – Defence Innovation Organisation (iDEX-DIO) has signed a Memorandum of Understanding (MoU) with EdCIL (India) Limited to promote the development of dual-use technologies by integrating defence expertise with emerging ed-tech solutions. This collaboration is aligned with the newly launched ASPIRE (Accelerating Strategic Progress in Research and Education) programme.

iDEX-DIO is a flagship initiative of the Ministry of Defence, while EdCIL (India) Limited is a Mini Ratna Category-I Central Public Sector Enterprise (CPSE) under the Ministry of Education. The agreement reflects the Government’s growing emphasis on leveraging indigenous capabilities and linking the start-up ecosystem with national priorities.
MoU Signing and Strategic Objectives
The MoU was signed on September 09, 2025, in New Delhi by Mr. Amit Satija, Joint Secretary (Defence Industries Production) & Additional CEO, DIO, and Mr. Govind Jaiswal, Joint Secretary (TEL), Ministry of Education & CMD, EdCIL.
The partnership aims to extend the iDEX innovation model beyond the defence sector to address civilian challenges. By bringing together the strengths of both organisations, the collaboration seeks to develop scalable and impactful innovations, bridging critical gaps in research, technology, and education.
About iDEX: A Defence Innovation Catalyst
Launched by Prime Minister Mr. Narendra Modi in 2018, iDEX has rapidly evolved into a key platform for nurturing defence start-ups. It currently engages with over 650 start-ups and MSMEs, driving indigenous innovation.
So far, procurements worth over Rs. 3,250 crore have been cleared for 50 products through iDEX’s nodal agencies, and orders worth Rs. 1,652 crore have been placed for 36 products developed under the initiative. These achievements underline iDEX’s crucial role in strengthening India’s defence capabilities while stimulating start-up-driven innovation.
About EdCIL (India) Limited: Enabling Growth in Education
EdCIL (India) Limited is a profit-making and rapidly growing Mini Ratna CPSE under the Ministry of Education. It provides consultancy, project management, and ed-tech services across the education spectrum in India and abroad.
Over the last decade (FY 2014-15 to FY 2023-24), EdCIL has recorded an impressive Compounded Annual Growth Rate (CAGR) of about 24%, with revenues rising from Rs. 74 crore to Rs. 655 crore. Its consistent performance demonstrates its strength as a strategic partner in integrating technology with education.
