New Delhi: The Department of Personnel and Training (DoPT) has approved the premature repatriation of IOFS (Indian Ordnance Factories Service) officer Dinesh Singh (1989 batch), currently serving as Development Commissioner (Joint Secretary level) at Kandla Special Economic Zone (KASEZ), Gujarat, to his parent cadre.
As per the approved proposal, he will be relieved from his present central deputation before completion of the usual tenure and sent back to his parent cadre.
The move has been undertaken to enable him to avail the benefits of promotion in his cadre, according to an official order issued on Thursday.
Background of the Officer and Current Posting
Mr Singh, a senior officer of the Indian Ordnance Factories Service (IOFS) 1989 batch, has been serving as the Development Commissioner at KASEZ since May 18, 2023. His initial appointment was scheduled to continue until his superannuation on December 31, 2025.
The Department of Commerce had proposed his repatriation, which was subsequently approved by the competent authority in the DoPT. The repatriation allows Singh to return to his parent cadre ahead of schedule in order to be eligible for promotional benefits.
Implications of the Repatriation
Premature repatriation is a procedural mechanism often used in the civil services to ensure that officers can avail career progression opportunities in their parent cadre. In this case, Singh’s return to his cadre ensures his promotion prospects are preserved, despite the ongoing tenure at KASEZ.
The move underscores the government’s practice of balancing deputation assignments with cadre promotion policies, ensuring officers do not lose out on career advancement while serving on important assignments.
