Dehradun: Significant changes are underway at the Uttarakhand Forest Headquarters, as the Civil Service Board discussed reshuffling key responsibilities of Indian Forest Service (IFS) officers. The board aims to assign several crucial positions to new officers, with many senior officers currently holding dual or even triple charges.
A focal point of the discussion was the assignment of responsibilities to Bhawani Prakash Gupta (BP Gupta), a 1992-batch IFS officer, who narrowly missed out on a recent promotion but has now been appointed to a new role within the department.
Senior Leadership Changes and Dual Charges
Recently, Ranjan Kumar Mishra, a 1993-batch IFS officer, was promoted to Chief Conservator of Forests (HOF). With this appointment, BP Gupta, previously Chief Conservator of Forests (Administration), was transferred to a new post under the HOF to ensure optimal deployment of senior leadership.

Several posts within the headquarters have become dual-charged, highlighting the importance of effective leadership allocation in the department. These include high-priority positions in administration, wildlife, CAMPA, and Forest Panchayat management.
BP Gupta Takes Charge of Biodiversity
At the latest board meeting, BP Gupta was reportedly assigned the responsibility of Biodiversity, although discussions regarding his ongoing responsibilities in Forest Panchayat and Administration are still pending. His appointment is part of a broader effort to reorganize leadership and ensure that key portfolios are managed effectively.
The reshuffle is aimed at balancing seniority, expertise, and operational efficiency, particularly in light of recent promotions that affected the hierarchy at the department’s headquarters.
Vacancies and Upcoming Appointments
With BP Gupta moving to Biodiversity, the posts of Forest Panchayat and Administration have become vacant, awaiting new appointments. Similarly, the post of PCCF Wildlife remains with Ranjan Kumar Mishra, while CAMPA responsibilities are also yet to be reassigned.
The Civil Service Board will hold further meetings to finalize these changes, ensuring that all senior officers are allocated responsibilities that reflect both their experience and the strategic needs of the department.
Structural Reforms in Forest Divisions
In addition to personnel changes, Forest Minister Subodh Uniyal confirmed that significant reforms are planned for forest divisions across Uttarakhand. The department is working to standardize division structures and ensure uniformity across regions, signaling a comprehensive effort to modernize management practices.
