New Delhi: The Central Government has officially notified the first phase of Census 2027, marking the beginning of preparations for India’s next decadal population count. The House Listing and Housing Census (HLO), the first phase of the census, is scheduled to be conducted from April 1 to September 30, 2026.
This comes after a long gap since the 2011 Census, delayed due to various administrative and logistical reasons.
33 Questions Finalized for House Listing
The Office of the Registrar General and Census Commissioner of India (RG&CCI) has finalized 33 questions that will be asked from all residents during the house listing and housing census. These questions will cover topics such as:
- Housing conditions and ownership status
- Household amenities and infrastructure
- Demographic and living arrangements
The information collected will provide the foundation for the second phase of Census 2027, the population enumeration, scheduled for February and March 2027, with March 1, 2027, as the reference date for most parts of the country.

Fully Digital Census: First Time in India
Census 2027 will be a fully digital exercise, a first in the history of India’s census operations. Enumerators will use mobile applications compatible with Android and iOS devices to record data electronically.
Additionally, for the first time, citizens will have the option of self-enumeration through an online portal, available 15 days prior to door-to-door surveys in their area.
Approximately 30 lakh field staff are expected to be deployed across the country for this nationwide exercise.
Regional Coverage and Enumeration Schedule
Each region will be surveyed over a 30-day period, ensuring detailed and accurate data collection. The digital approach aims to improve data quality, reduce errors, and streamline the overall process.
Officials have highlighted that the data collected during the house listing phase will be crucial for planning the population enumeration phase and informing policy decisions across sectors like:
- Housing and urban development
- Infrastructure and public services
- Education and health
- Social welfare
