New Delhi: India–Greece defence industrial cooperation has entered a new phase after the two countries signed a Joint Declaration of Intent (JDI) to deepen collaboration in defence manufacturing, technology, and military engagement. The agreement outlines a five-year roadmap aimed at strengthening indigenous defence capabilities and expanding strategic ties.

What Is India–Greece Defence Pact?

The Joint Declaration of Intent is a formal political and strategic document that sets the direction for defence industrial collaboration between India and Greece.

It focuses on:

  • Defence manufacturing partnerships
  • Industrial cooperation and technology exchange
  • Military-to-military engagement
  • Long-term strategic coordination

The declaration provides a structured framework rather than a one-time agreement, ensuring continuity for the next five years.

India–Greece Defence Pact: Five-Year Roadmap for Defence Industry Cooperation

A key outcome of the declaration is a five-year roadmap designed to expand the capacity of defence industries in both countries.

This roadmap aims to:

  • Encourage collaboration between Indian and Greek defence firms
  • Promote co-development and co-production of defence systems
  • Support India’s domestic defence ecosystem, including DPSUs and start-ups
  • Enable knowledge sharing in niche defence technologies

The roadmap aligns closely with India’s push to reduce import dependence and boost local defence production.

Exchange of Bilateral Military Cooperation Plan for 2026

Alongside the declaration, both sides exchanged the Bilateral Military Cooperation Plan for 2026.

This plan charts the course for:

  • Joint military exercises
  • Training exchanges
  • Professional interactions between armed forces
  • Increased interoperability

These engagements are aimed at improving operational understanding and strengthening trust between the two militaries.

Importance of Greek Liaison Officer at IFC-IOR

Greece announced the placement of a Greek International Liaison Officer at the Information Fusion Centre – Indian Ocean Region (IFC-IOR) in Gurugram.

This step is significant because:

  • IFC-IOR is a key hub for maritime security information
  • It supports real-time sharing of data on shipping and threats
  • It enhances cooperation in the Indian Ocean Region

The move highlights growing maritime cooperation between two historic seafaring nations.

High-Level Defence Talks in New Delhi

The declaration was reinforced during a bilateral meeting in New Delhi between the Indian Defence Minister and the Greek Minister of National Defence.

During the talks, both sides:

  • Reaffirmed the India–Greece Strategic Partnership
  • Emphasized shared values of peace, stability, and freedom
  • Stressed mutual respect and long-term cooperation

The discussions also covered regional security developments and defence reforms.

India–Greece Defence Pact: Focus on Maritime Security

Maritime security emerged as a major focus area. India and Greece highlighted convergence on:

  • Freedom of navigation
  • Maritime domain awareness
  • Protection of global sea lanes
  • Regional peace and stability

Given Greece’s role in the Mediterranean and India’s leadership in the Indian Ocean, cooperation in maritime affairs adds strategic depth to the partnership.

Defence Industry Visits and Engagement with DPSUs

During the visit, the Greek delegation toured key defence and industrial establishments in Bengaluru and New Delhi.

They interacted with:

  • Defence Public Sector Undertakings (DPSUs)
  • Indian defence industry representatives
  • Start-ups working in defence and aerospace

These interactions aim to convert political intent into industry-level partnerships.

Strategic Importance of India–Greece Defence Pact

For India, the agreement supports:

  • Defence indigenisation under Atmanirbhar Bharat
  • Access to European defence expertise
  • Expansion of India’s defence export ecosystem
  • Stronger presence in European strategic circles

It also reflects India’s growing role as a reliable defence and security partner.
