New Delhi: India and Russia reaffirmed their longstanding strategic partnership during the 11th session of the India-Russia Working Group on Modernization and Industrial Cooperation, held at Vanijya Bhawan in New Delhi. The high-level dialogue marks a renewed commitment to advancing collaboration across key industrial and technological domains under the broader framework of the India-Russia Intergovernmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation.
The session was co-chaired by Amardeep Singh Bhatia, Secretary, Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, and His Excellency Mr. Alexey Gruzdev, Deputy Minister of Industry and Trade of the Russian Federation.
Progress Review and Sectoral Roadmap

The session reviewed the progress made since the 10th meeting, while providing a robust platform for identifying and scaling new areas of cooperation. Discussions were driven by updates from sector-specific sub-groups focused on modernization, fertilizers, mining, and railway transport.
Both sides reiterated the importance of aligning industrial strengths and leveraging innovation to expand cooperation in future-ready domains. The dialogue emphasized deeper engagement through technology transfer, joint production, and infrastructure development.
Joint Push in High-Tech Manufacturing and Resources
Key proposals discussed included the establishment of a modern wind tunnel testing facility for aerospace research, co-development of small aircraft piston engines, and joint ventures in carbon fibre production, additive manufacturing, and 3D printing technologies.
The two sides also explored joint projects in rare earth and critical minerals extraction, underground coal gasification, and the development of cutting-edge industrial infrastructure. These discussions reflect a shared commitment to industrial resilience and supply chain diversification.
In addition, enhanced cooperation in aluminium production, fertilizer manufacturing, railway modernization, and mining equipment capacity building formed core elements of the bilateral agenda. Proposals for collaboration in industrial and domestic waste management were also welcomed.
Protocol Signed, Strategic Synergy Reaffirmed

The session concluded with the signing of the official Protocol of the 11th Working Group Session by both co-chairs. The document formalizes shared objectives and sets the stage for continued engagement across the identified sectors.
Approximately 80 delegates from both countries—comprising senior officials, industry leaders, and technical experts—participated in the session, reinforcing the depth and diversity of the India-Russia industrial dialogue.
